시의회는 올 한해 정례회 2회, 임시회 8회 총 100일간의 회기동안 조례 제·개정안 133건, 예산·결산안 14건, 동의·승인안 48건, 기타 156건 등 총 351건의 안건을 처리했다.
이 가운데 의원발의 조례는 31건으로 ‘포항시 어린이 통학로 교통안전을 위한 조례안’, ‘포항시 난임부부 시술비 지원 조례안’, ‘포항시 장애인 전동보조기기 보험 가입 및 지원 조례안’, ‘포항시 안전도시 조성에 관한 조례안’, ‘포항시 예비군 훈련장 차량운행 지원에 관한 조례안’, ‘포항시 화재대피용 방연물품의 비치 및 지원 조례안’, ‘포항시 맨발걷기 활성화 및 지원에 관한 조례안’등 지역과 시민을 위한 다양한 조례를 직접 발의해 시민의 복리증진과 삶의 질 향상을 위해 힘써왔다.
또한 불합리한 행정제도 개선, 복지와 환경정책, 도시정비사업 등 다양한 지역 현안에 대한 시정질문, 5분 자유발언, 행정사무감사를 통해 문제점을 지적하고 대안과 방향을 제시하며 포항시에 대한 견제·감시 역할은 물론 시민의 목소리를 대변하기 위해 노력했다. 특히 포항시 공무원의 시유재산 공금횡령 사건과 관련해 재발방지와 강도 높은 쇄신대책 마련을 위한 행정사무조사도 실시하고 있다.
지역과 포스코그룹의 상생발전을 위한 포스코지주사·미래기술연구원 포항이전 관련 합의서의 실질적인 이행을 위한 촉구 결의문 등을 발표해 시민 공론을 결집시키고, 포항시 이차전지 국가첨단전략산업 특화단지 지정 건의안, 포스텍 연구중심의대 설립 촉구 결의안을 통해 신성장 산업을 바탕으로 제2의 영일만의 기적을 준비하고 있는 포항의 발전을 위해 최선을 다해왔다.
시의회는 개정 지방자치법 시행으로 한층 더 커진 의무와 책임을 다하기 위해 전문성과 정책역량 강화에도 노력했다. 전체의원을 대상으로 조례제정, 심의와 예·결산 검토, 행정사무감사에 필요한 지식과 기법 등 의정 역량 강화 교육을 실시하고, 국회 등에서 주관하는 지방의원 의정연수에도 많은 의원들이 참여했다. 생활정치를 건강하게 만드는 포항시의회 여성의원 모임(생강), 블루오션 2개의 의원연구단체는 간담회, 세미나, 자문회의 등 다양한 활동을 펼치며 연구역량과 전문성을 높여왔다.
이 밖에도 상임위원회별로 지역의 주요 사업장과 현장 곳곳을 방문해 문제해결을 위해 노력했고, 시민이 공감하는 의정을 펼치기 위해 역대 의장 초청 간담회, 포항시와의 소통간담회, 경북도의원 초청 소통간담회, 지방자치학교 특강 등을 통해 다양한 분야의 시민들과도 적극 소통했다.
특히, ‘본회의 수어통역서비스’를 처음 도입해 취약계층의 의정활동에 대한 접근성을 향상시키고, 시의회 유튜브 채널을 추가로 개설하여 주요 의정활동을 생중계하고, 의정포커스, 조례돋보기 등 다양한 콘텐츠를 게재해 시민들에게 한층 더 가깝고 친근한 의회를 만들어왔다.
백인규 의장은 “지난 1년간 포항시의회에 아낌없는 관심과 성원을 보내주신 시민 여러분께 감사를 드린다”며 “새해에도 33명의 의원 모두 초심을 잃지 않고 50만 민의의 대변자이자 시민의 봉사자로서 지역발전을 이끌고 신뢰받는 의정으로 시민들에게 힘이 되는 의회가 되고자 노력하겠다”고 각오를 다졌다.
