캄보디아에서 한국 BJ 사망, 서세원씨 사망 등의 각종 사건사고들을 보면서 한국의 외교력과 국제 행정력이 얼마나 무능력한지 보여주는 일례라 할 수 있다. 동남아시아는 한국의 각종 범죄자들, 해외의 범죄자들이 서식하기 좋은 토양을 갖고 있다. 물가도 저렴하고 여러 범죄에 노출될 수 있는 비밀스러운 암흑의 통로도 많은데다 관료들이 부패하고 5억 이상의 인구에 대다수가 가난하다. 그러다보니 온갖 불법적인 행위를 할 수밖에 없는데 그와 같은 범죄 카르텔들을 심고 양산하기에는 매우 좋은 조건을 가지고 있는 셈이다. 게다가 한국, 중국 관련된 불법적인 범죄들이 많이 생성되는데 이는 지리적으로 한국, 중국과 가깝고 범죄로 인한 많은 수익을 벌어들이기에 가성비도 매우 좋다. 각종 흉악한 범죄자들이 범죄를 저지르고 동남아시아로 도망가는 이유가 바로 여기에 있다. 가성비와 범죄 대상 물색하기에도 좋은데다 뇌물만 잘 주면 적당한 곳에 숨어 있기 좋고 여러 불법적인 사업을 진행하여 큰 돈을 손에 쥘 수 있기 때문이다.
이번 사건의 BJ는 중국인 부부가 운영하는 캄보디아 프놈펜의 한 병원을 찾았다가 사망한 뒤 시신이 유기되는 참변을 당했다. 사인 규명을 위한 부검이 현지 사법당국에 의해 결정됐지만, 유족의 반대, 현지 부검의와의 일정 조율 문제 등을 이유로 진행이 지연됐었다. 그러나 41일 만에 부검이 이뤄졌음에도 불구하고 BJ의 사인을 밝히는 것이 더 어려워졌다. 이는 동남아시아 특유의 열대기후, 특히 매우 습하고 더운 여름이라는 계절적 특성을 고려할 때 시신의 부패가 심각하여 사인을 밝히기 쉽지 않은 것은 당연한 일이었다. 장기 등에서 조직을 떼 사인과 관련한 성분 분석을 진행해야 하는데, 이 역시 진행이 불투명하다. 이런 상황에서 신원이 밝혀진 것만 해도 그나마 다행이라 해야 할 것이다. 그런데 부검의의 국적인 호주로 보내는 것은 비용 등의 이유로 캄보디아 사법 당국에서 불가하다는 입장을 보였다고 한다. 이는 비용이 문제가 아니라 공정한 조사를 위해 제3국으로 보내서 조사하는 것인데 이를 캄보디아 사법부가 비용 문제라는 말도 안되는 불가하다고 막아선 것이다.

서세원 본인 사망 이전에 이 문제의 병원에서 의문사가 3건이나 있었는데, 전부 다 한국인이었다. 이들은 서세원만큼 유명했던 사람도 아니었기 때문에 보도도 안 된 케이스였다. 이럴 때 나서야 하는 기관이 있다. 바로 주 캄보디아 한국대사관이다. 한국 대사관 측에서는 캄보디아 사법당국에게 사망한 BJ에 대해 한국 측이 분석을 맡겠다는 의사를 보인 것으로 알려졌지만, 불가능하다는 의사를 전해 받았다. 그리고 제3국가에 의뢰하는데 따르는 비용을 한국 대사관 등에서 부담할 수는 없다는 입장이라고 한다. 어찌됐건 자국민이 많은 의혹을 갖고 죽은 사건이다. 대한민국을 대표하는 대사관이라면 책임감을 갖고 자국민의 사인을 밝히고자 노력해야 한다. 이런 과정에서 제3국으로 가야 한다면 기꺼이 비용을 부담하여 책임 있는 자세로 임했어야 한다. 근데 이걸 부담할 수 없다니, 대사관이나 영사관이 써야 하는 비용은 해외에 있는 자국민들 보호하라고 국민들 세금에서 나오는 것인데 이럴 때 사용해야지 언제 사용하나?
한국이 무비자로 갈 수 있는 국가가 193개국이라고 한다. 그것만 보고 한국인의 여권 파워가 세계 정상급이라고 국뽕을 한껏 들이키며 으쓱거리고 있다. 그런데 진정한 국가의 파워는 그 따위 여권 파워가 문제가 아니라 국민을 지키고 보호할 수 있는, 재외 동포들을 보호할 능력이 되느냐의 문제와 어떠한 일이 생겼을 경우, 유기적으로 대처하며 자국민의 이익을 보호할 수 있느냐가 가른다. 해당 국가와 무비자를 체결할 수 있는 것은 해당 국가 외교부와의 협정으로 언제든지 MOU 맺듯이 맺어질 수 있는 부분이다. 이것은 국가의 파워와는 거의 상관이 없다. 대한민국이라는 나라의 브랜드가 세계적인 강국이라는 이미지를 심어주기 위해서는 외교관들의 노력이 매우 절실하다. 그 외교관들이 대한민국을 바라보는 해당 국가의 인식을 강대국으로 만드느냐 아니면 별거 아닌 돈만 많은 국가로만 만드느냐의 차이를 만든다.
