8일 경주시에 따르면 이번 지원은 지역 발전을 위해 봉사하는 이·통장들의 사기 진작과 복지 증진을 위해 추진 중이다.
경주시에 따르면 이·통장은 시민과 행정 간 소통 창구 역할을 하고 있는 최일선 행정 조직이다. 현재 23개 읍·면·동에 총 665명의 이·통장들이 활동하고 있다.
경주시는 이·통장들의 복지 증진을 위해 수당과는 별도로 업무 추진에 필요한 물품 구입비 지급과 단체상해보험 가입 등을 지원해 오고 있다.
하지만 보다 실질적인 이·통장들의 처우 개선이 필요하다고 판단, 매달 일정 금액의 통신비 지급을 적극 검토하고 있다.
이에 따라 경주시는 이 같은 내용을 골자로 한 ‘경주시 이장·통장·반장의 임무와 실비변상에 관한 개정 조례안’을 지난달 15일 입법예고했다.
개정안이 의회를 통과하면 조례 공포를 거쳐 내년 1월부터 시행된다. 이번 개정 조례안에는 이·통장 피복비 지원에 관한 규정도 신설하면서 지원 근거를 명문화했다.
주낙영 경주시장은 “이·통장은 재해 때 업무 지원, 각종 봉사활동, 주민 불편 건의 등 마을의 중심축 역할을 하고 있다”며 “경주시는 앞으로도 행정 최일선에서 성실히 업무를 수행하는 660여 이·통장님들의 사기를 북돋우기 위해 세심한 관심을 기울이겠다”고 강조했다.
