수출입은행이 우리 기업의 공급망 안정화 사업을 지원하기 위해 LS전선·LS에코에너지와 손을 잡았다.
한국수출입은행(은행장 윤희성, 이하 ‘수은’)은 LS전선(대표이사 구본규), LS에코에너지(대표이사 이상호)와 8월 23일 여의도 수은 본점에서 ‘희토류 및 전기구동계 산업 육성을 위한 업무협약’을 체결했다고 8월 25일 밝혔다.
‘수은’에 따르면 업무협약의 주요 내용은 △희토류 영구자석 및 전기구동계 사업 관련 정보공유, △사업 추진에 필요한 금융지원 협의, △핵심품목의 공급망 안정화를 위한 상호 협력 강화 등이다.
‘희토류 영구자석’은 희토류 원소(네오디뮴 등)를 첨가한 합금으로 제작된 영구자석으로 기존 자석 대비 약 5∼12배에 달하는 자력을 지녀 전기자동차, 풍력 터빈 등의 구동모터 핵심부품으로 사용된다.
수은은 "이번 협약을 계기로 LS전선이 추진하는 희토류 영구자석 밸류체인 구축 사업에 대한 단계별ㆍ맞춤형 금융지원 방안을 적극 검토할 것"이라고 밝혔다.
LS전선은 LS에코에너지 등 자회사와 함께 희토류 합금 생산, 해외 협력사와의 합작법인을 통한 영구자석 생산공장 건립 등 약 7000억 원 규모의 투자를 추진 중이다.
수은은 올해 3분기에 출범하는 공급망 안정화기금을 통해 경제 안보에 기여하는 우리 기업의 공급망 안정화 사업을 적극 지원할 계획이다.
공급망 안정화기금은 2023년 12월 제정된 ‘경제안보를 위한 공급망 안정화 지원 기본법’에 따라 수은에 설치되었으며, 정부가 보증하는 공급망안정화기금채권 발행을 통해 재원을 조성한다. 2024년 재원규모는 최대 5조 원이다.
윤희성 행장은 이날 업무협약서에 서명한 후 “이번 협약이 첨단산업 분야에서 활약하는 우리 기업의 공급망 내재화와 글로벌 경쟁력 강화를 지원하는 기반이 될 것으로 기대한다”면서 “앞으로도 수은은 정부 정책에 발맞추어 우리 경제의 공급망 위기 대응력 확보를 위해 다양한 지원방안을 모색할 것”이라고 말했다.

The Export-Import Bank of Korea has joined hands with LS Cable & System and LS EcoEnergy to support Korean companies in stabilizing their supply chains.
On August 25, the Export-Import Bank of Korea (EIB) announced that it signed a business agreement with LS Cable & System (CEO Koo Bon-kyu) and LS EcoEnergy (CEO Lee Sang-ho) on August 23 at the EIB's headquarters in Yeouido to foster the rare earth and electric drive industries.
According to Mercury, the main contents of the MOU include sharing information related to the rare earth permanent magnet and electric drive business, discussing financial support for the business, and strengthening mutual cooperation to stabilize the supply chain of core products.
Rare earth permanent magnets are permanent magnets made of alloys with rare earth elements (neodymium, etc.), which have about 5 to 12 times the magnetic force of conventional magnets and are used as core parts of drive motors for electric vehicles, wind turbines, etc.
With this agreement, Mercury will actively consider step-by-step and customized financial support for LS Cable & System's project to build a rare earth permanent magnet value chain.
LS Cable & System, along with its subsidiaries such as LS EcoEnergy, is investing about 700 billion won in rare earth alloys and building permanent magnet production plants through joint ventures with overseas partners.
Through the Supply Chain Stabilization Fund, which will be launched in the third quarter of this year, we plan to actively support our companies' supply chain stabilization projects that contribute to economic security.
The Supply Chain Stabilization Fund was established in accordance with the Basic Act on Supporting Supply Chain Stabilization for Economic Security, enacted in December 2023, and will be funded through the issuance of government-guaranteed supply chain stabilization fund bonds. In 2024, the fund will be up to 5 trillion won.
After signing the MOU, Yoon Hee-sung said, “We expect this agreement to serve as a foundation to support the internalization of supply chains and strengthening of global competitiveness of Korean companies active in high-tech industries.” “Mercury will continue to seek various support measures to secure the supply chain crisis response capabilities of the Korean economy in line with government policies.”
