[브레이크뉴스=양영석 기자] 다문화도시에 진입한 김해시가 인구구조 변화에 대응한 외국인정책을 본격 추진한다.
14일 김해시에 따르면 지역 등록 외국인 수는 지난 12월 말 기준 2만4,727명으로 근로, 유학, 가족 동반, 거주, 영주 등 다양한 형태로 체류 중이며 전년대비 3,443명이 증가하는 등 증가 추세이다.
특히 총인구 산정기준이 내국인과 등록 외국인만 합산하던 방식에서 지방자치법 시행령‘인구 50만 이상 대도시의 인구 인정 기준’에 따라 외국국적동포 국내 거소 신고자 수도 포함하는 방식으로 조만간 변경된다.
이에 따라 김해시는 외국국적동포 5,403명이 더 늘어 총인구도 55만6,403에서 56만1,806명으로 증가한다.
이처럼 외국인 수가 전체 인구의 5%로 다문화도시 진입 기준에 들어선 김해시는 올해부터 ‘내국인과 외국인 함께하는 행복도시 김해’라는 비전 아래 외국인 유입에서 정착, 그리고 공존을 목표로 ‘외국인정책 MBTI(Master : 배우고, Be at work : 일하고, Together In Gimhae : 김해에서 함께)’사업에 집중한다.
김해시는 우선, 인력 부족 문제 해결과 경제 성장을 견인하기 위해 글로벌 인재 유치와 지원 정책을 글로컬 사업과 연계해 추진한다.
외국인 유학생의 지역정착이 중요하다고 보고 각 대학, 기업체와 함께 우수인재 유학생 유치부터 졸업 후 지역 내 취업까지 연계 시스템을 체계화하고 방학 기간 외국인 유학생을 대상으로 ‘공공기관 행정 인턴제’를 시범 운영해 지역사회 참여와 근로 기회를 제공한다.
또 경남도와 협력해 유학 비자(D-2)와 특정 활동 비자(E-7)를 대상으로 지역 실정에 맞춘 ‘경남형 광역비자’를 설계하고 올해부터 시범 추진할 예정이다.
외국인 근로자의 안정적인 정착을 위해 근무 환경도 개선한다. 외국인 근로자의 장기 근속을 유도하고 열악한 시설 개선을 위해 ‘외국인근로자 기숙사 리모델링’을 지원하고 입국부터 정착까지 필요한 거주, 교육, 상담, 문화복지 등 복합서비스를 원스톱으로 지원할 수 있는 ‘외국인근로자 정착지원 복합센터’ 공모를 준비한다.
아울러 다문화사회 성공적 정착을 위해서는 외국인 수용성이 중요하다 보고 내국인과 외국인이 함께 어울려 살아가는 공존문화 조성을 위한 다양한 프로그램을 마련한다.
먼저, 외국인 주민에게 시정을 알리고 일상생활 불편사항 개선, 시정 참여 기회를 제공하고자 ‘외국인 주민 서포터즈’를 운영한다.
각 나라별 대표 역할을 할 서포터즈가 자리 잡으면 앞으로 나라별 공동체를 활성화하고 교민회 설립도 지원할 계획이다.

이밖에 증가세인 외국인의 체계적이고 안정적인 정착을 지원하기 위해 외국인근로자지원센터, 가족센터, 글로벌센터 등으로 분산된 외국인 관련 업무를 통합·조정하는 거점기관 구축을 구상 중이다.
외국인 주민들에게 맞춤형 정보, 상담, 민원 서비스를 총괄하는 외국인주민지원센터를 설치, 실질적인 지원 체계를 강화하려는 것이다.
아울러 외국인 주민 자녀를 위한 맞춤형 통합 교육으로 자아정체성 형성과 역량 개발을 지원, 이들의 안정적인 사회 정착을 돕는다.
