포천시에 관심 있는 누구나 참여할 수 있으며, 공모 주제는 △교육·돌봄 강화 △도시 기반시설 확충 △지역경제 활성화 △특색 있는 테마관광 등 총 4개 분야다.
제안 신청은 국민생각함 누리집을 통한 온라인 신청 외에도 전자우편, 우편 또는 방문(중앙로 87, 포천시청 기획예산과) 신청이 가능하다. 참여자는 제안서와 개인정보 수집 및 이용 동의서를 작성해 제출해야 한다.
