충남 서천군이 금강하구의 생태계 복원을 둘러싼 논의를 본격화했다.
지난 12일, 서천군지속가능발전협의회(회장 신상애)는 서천문예의전당 대강당에서 ‘닫힌 금강하구에 대한 지속가능한 정책 제안 토론회’를 열고, 금강의 환경 위기 해소를 위한 실질적 해법과 지역 사회의 공존 가능성을 함께 모색했다.
신상애 서천군지속가능발전협의회 회장은 개회사를 통해 “오늘 토론회가 금강하구의 미래를 위한 출발점이 되길 바란다”며, “앞으로 민·관이 함께하는 거버넌스 체계를 구축해 지속가능한 발전을 향해 한 걸음씩 나아가야 한다”고 강조했다.
이날 토론회는 최진하 전 충남보건환경연구원장이 좌장을 맡아 진행됐으며, 전문가들의 발표를 통해 금강하구를 둘러싼 복합적 문제에 대한 다각적 접근이 이뤄졌다.
윤종주 충남연구원 박사는 '금강하구 생태복원과 지속 가능한 지역 상생발전 방향'이라는 주제로, 자연의 흐름을 회복하는 정책적 접근의 필요성을 짚었다. 이어 박진순 한국해양과학기술원(KIOST) 박사는 '해수 순환을 활용한 신재생에너지 획득 방안'을 발표하며 해양과 에너지, 생태계를 연계한 미래 전략을 제안했다.
이어진 종합토론에는 행정·시민사회·어업·환경단체 등 다양한 분야의 인사들이 패널로 나서 현장의 목소리와 정책적 제안을 나눴다.
유재영 서천군 부군수, 허재영 국가하구생태복원 전국회의 상임고문, 남대진 군산환경운동연합 공동대표, 김종주 전북수산산업연합회 회장, 유진수 금강유역환경회의 사무처장 등이 참여해 각자의 입장에서 의견을 개진하고 상생 방안을 모색했다.
김기웅 서천군수는 환영사에서 “환경 앞에서는 행정구역이나 정치적 입장은 무의미하다”며, “금강하구의 생태 위기는 이 시대를 살아가는 우리 모두가 함께 풀어나가야 할 과제”라고 강조했다.

이에 따라 김 군수는 '금강하구 수문 개방과 솔리천 유입부 복원, 북측 도류제 통수로 설치, 길산천~판교천 구간의 물길 복원, 주항저수지 남측 배수로 확보 등을 통한 단절된 생태계 연결', '한국해양과학기술원과 협력한 과학 기반의 실증 연구 확대', '정부 및 충남도·전북도·한국농어촌공사 등 관계기관과의 공동 대응 체계 강화 및 농업·어업·항만 분야 이해관계자와의 지속적 소통 추진' 등 3대 실천 방향을 제시했다.
김 군수는 “이제는 선언을 넘어서 실행의 단계로 전환해야 한다”며, “금강하구 해수유통은 더 이상 선택이 아닌, 미래세대에 대한 책임이며 시대적 요청”이라고 강조했다.
