충남 서산시가 추진 중인 '잠홍저수지 명품호수 조성사업'이 애초 취지였던 수질 개선은 뒷전으로 밀려나고, 경관시설 중심으로 방향이 바뀌었다는 지적이 서산시의회에서 제기됐다.
국비 100억 원이 투입된 공공사업이 행정적 절차와 환경적 타당성 검토 없이 수변 덱과 광장 위주로 변경되며 정부 지원의 목적성을 왜곡하고 있다는 비판이다.
더불어민주당 소속 문수기 시의원은 지난 13일 열린 제306회 서산시의회 제1차 정례회 행정사무감사에서 해당 사업의 추진 과정을 전면 비판했다. 문 의원은 “사업의 근본 취지가 심각하게 훼손됐다”며 “행정의 무책임한 결정이 정부 신뢰는 물론 시민 기대까지 저버렸다”고 지적했다.
잠홍저수지는 2022년 환경부와 충청남도로부터 중점관리저수지로 지정돼, 수질 개선을 목적으로 대규모 국비가 투입된 곳이다. 서산시는 2023년 1월 수상정원 4만㎡, 생태습지 5만㎡를 조성해 수질 등급을 기존 5등급에서 3등급으로 끌어올리겠다는 계획을 세웠다. 그러나 그해 6월, 서산시는 별도의 공청회나 협의 절차 없이 계획을 전면 수정해 수상정원과 생태습지 면적을 축소하고 수변 덱 1km와 광장 2만3,000㎡를 추가하는 내용으로 변경했다. 이 변경안에는 50억 원의 사업비가 새롭게 반영됐다.

이어 그는 “국가 예산이 투입된 공공사업은 그 자체로 국민과의 약속이며, 그 조건을 성실히 이행하는 것이 행정의 기본”이라며 “만약 사업 변경이 불가피했다면, 관계 기관과의 협의뿐 아니라 시민들의 의견 수렴이라는 최소한의 정당성 확보는 반드시 이뤄졌어야 한다”고 강조했다.
