[브레이크뉴스=배종태 기자] 중국 국적 유학생들이 부산 해군기지와 미 해군 항공모함 등을 드론으로 촬영해 중국 SNS에 게시한 혐의로 경찰에 적발됐다.
부산경찰청 안보수사과는 26일 “2023년 3월부터 2024년 6월까지 부산 남구 해군작전사령부 인근에서 드론을 이용해 군사기지 내부와 미 항모 등을 불법 촬영하고, 촬영물을 중국 SNS에 게시·전파한 혐의로 중국인 유학생 2명을 구속하고 1명을 불구속 입건했다”고 밝혔다.
부산지방법원은 지난 25일, 주요 피의자 2명에 대한 구속영장을 발부했다.
경찰에 따르면 이들은 부산의 한 대학에 재학 중인 유학생들로, 약 1년 3개월에 걸쳐 총 9차례에 걸쳐 드론을 띄워 해작사 내부와 정박 중인 미 해군 항모 등을 촬영했다. 수거된 자료는 사진 172장, 동영상 22개에 달하는 것으로 알려졌다.
이 중 1명은 형법 제99조에 따른 '일반이적죄'(대한민국의 군사상 이익을 해한 자)와 군사기지법 위반 혐의가, 나머지 2명은 군사기지법 위반 혐의가 각각 적용됐다. 형법상 일반이적죄는 무기 또는 3년 이상의 징역에 처하도록 규정되어 있으며, 군사기지법 위반은 3년 이하 징역 또는 3천만 원 이하 벌금이 가능하다.
경찰 관계자는 “피의자들이 장기간 한·미 군사기지 및 시설을 불법 촬영하고 이를 온라인상에 유포한 것은 외국으로의 군사정보 전송으로 이어져 국가안보를 위협하는 중대한 범죄”라고 강조했다.
이번 수사는 부산지방검찰청, 국가정보원 부산지부, 방첩사령부 등과 공조해 진행됐다.
경찰은 “최근 외국인에 의한 군사·국가중요시설 무단 촬영 사례가 증가하고 있어 유사 범행에 대한 경각심이 필요하다”며, “군사시설의 무단 촬영과 유포는 국가안보를 위협하는 범죄로 간주해 엄정히 수사하겠다”고 밝혔다.

Chinese Students Arrested for Filming Military Base and U.S. Aircraft Carrier with Drone
Two Chinese international students have been arrested in South Korea for allegedly using a drone to film a military base and a U.S. aircraft carrier, then uploading the footage to Chinese social media platforms.
The Busan District Court issued arrest warrants for the two main suspects on June 25.
According to the Busan Metropolitan Police Agency’s Security Investigation Division on June 26, "From March 2023 to June 2024, three Chinese nationals, all enrolled as international students at a university in Busan, used a drone to unlawfully film inside the Republic of Korea Navy Operations Command (ROK Fleet Command) and a docked U.S. aircraft carrier near Nam-gu, Busan. They then distributed the images and videos on Chinese social media."
The suspects are alleged to have conducted a total of nine drone flights, collecting 172 photos and 22 video files. Two of the individuals have been arrested, while one has been released without detention.
One of the arrested individuals faces charges under Article 99 of the Criminal Act ("General Espionage"), which applies to acts that harm South Korea’s military interests and carries a minimum sentence of three years or life imprisonment. All three are charged with violating Article 24, Paragraph 4 of the Military Base and Installation Protection Act, which prohibits unauthorized filming of military facilities and provides for up to three years in prison or a fine of up to 30 million KRW (approx. $21,500 USD).
A police official stated, “These suspects unlawfully filmed South Korean and U.S. military facilities over an extended period and uploaded the footage online, effectively transmitting military intelligence abroad and posing a serious threat to national security.”
The investigation was carried out in cooperation with the Busan District Prosecutors’ Office, the National Intelligence Service (Busan Branch), and the Defense Counterintelligence Command.
The police added, “With a growing number of foreign nationals engaging in unauthorized photography of sensitive national and military facilities, we will continue to treat such actions as serious security threats and investigate them thoroughly,” urging the public to refrain from similar conduct.
