이에 포항환경운동연합은 14일, 성명을 통해 “포항시가 이곳의 오염토 적치 경위를 명백히 밝히고 법적, 행정적 책임과 함께 조속한 원상복구에 나서라”고 촉구했다.
포항환경운동연합은 지난 8일 오전 현장을 방문을 통해 확인한 결과 이곳에 반입된 오염토는 △포항시 북구 장성동 포항국제전시컨벤션센터(POEX, 포엑스) 공사장과 △포항시 남구 형산강 섬안큰다리 인근 공사 현장 △죽도시장의 복개천 배출구 침하 복구 현장에서 반출된 것으로 추정했다.
POEX, 포엑스 현장은 옛 미군부대 캠프리비 부지로 미군 저유소가 있었던 곳으로 토양 오염 문제가 여러 번 불거졌던 곳이며 섬안큰다리는 형산강 하류에 위치해 수은 등 중금속 오염이 심각한 곳으로 알려져 있다.
정침귀 포항환경운동연합 대표는 “그동안 주민들이 겪은 피해와 오염토로 인한 토양오염 문제는 원상복구라는 말로 마무리되는 것처럼 보이지만 이 일은 여기서 끝날 일이 아니다. 적치한 오염토를 전량 수거하는 것만이 원상복구가 아니라 남은 문제는 이후 해당 부지를 어떻게 주민들에게 돌려줄 것인지가 관건이 돼야한다”고 말했다.
이어 “33년 전 시작된 구획정리사업이 규조토 채취로 사업비를 마련하는 등 내내 사경을 헤매고 있는 조합의 상황을 포항시는 이미 예전부터 알고 있었고, 시의회에서도 동해지구토지구획정리조합이 고액체납자로 등재된 점, 규조토 채취로 부족한 재원을 마련한다는 등 조합의 자구책이 허무맹랑한 소리임을 지적한 바 있다며 청사진만 내밀며 오랫동안 방치해 온 도시개발사업에 이제는 행정이 책임지고 결단해야 한다.”고 강조했다.
나아가 ”규조토(아주 미세한 단세포 생물인 규조(硅藻, diatom)들의 유해가 해저 등에 쌓여 만들어진 흙) 채취로 인해 곳곳에 파인 자리를 오염토로 메우려 했다는 조합의 입장은 딱하지만 전후 사정을 볼 때 그 변명은 어불성설“이라고 말했다.
그러면서 “포항시는 앞으로 어떤 대안을 마련할 것인지와 조속히 오염토를 제거하고 행정 직권으로 동해지구 토지구획정리사업에 대한 실시계획인가를 전면 취소하고 해당부지를 숲으로 복원해 예전의 갈대숲 구릉을 추억하는 모든 주민들에게 돌려줘야 한다.”고 말했다.
정 대표는 특히, “민둥산에서 날리는 흙바람이 약전1리 뿐 만 아니라 동해면을 뒤덮고 있다며 올해 초 재선충병소나무 등을 대량 이송하여 파쇄한 경위도 밝혀야 한다”고 덧붙였다.

Representative Jeong added, “In particular, the dust storm blowing from Mindungsan Mountain is covering not only Yakjeon 1-ri but also Donghae-myeon, and the circumstances of the large-scale transport and destruction of pine trees infected with pinewood nematodes early this year must be revealed.”
