[브레이크뉴스=배종태 기자] 부산시는 오는 9월 1일 자로 민선 8기 후반기 시정 성과 완성과 부산의 미래 준비를 위한 정무라인 전면 재편 인사를 단행한다고 29일 밝혔다.
이번 인사는 내부 인력의 역량과 직무 특성을 반영한 재배치와 함께, 지역 현안 대응 및 대외협력 강화를 위한 외부 전문가 영입이라는 투트랙 전략으로 진행됐다. 임용장 수여식은 29일 오전 9시 40분 시청 의전실에서 박형준 시장 주재로 진행됐다.
내부 재배치 인사에서는 정책수석보좌관직을 비롯해 총 3개 직위에 대한 이동이 이루어졌다. 정책수석보좌관직은 성희엽 미래혁신부시장의 임용으로 공석이 된 가운데, 민선 8기 시정철학에 대한 이해도와 업무 추진력을 인정받은 전진영 정무기획보좌관이 임명됐다.
서울본부에 새롭게 신설된 대외총괄보좌관에는 박광명 대변인이 자리를 옮긴다. 해당 직위는 새 정부 정책 환경 변화에 대한 민첩한 대응과 국회를 비롯한 중앙부처와의 협력체계 구축을 위한 기능을 수행하게 된다.
박광명 보좌관의 후임 대변인직은 원영일 시민소통보좌관이 맡는다. 원 신임 대변인은 시민 및 언론 등과의 원활한 소통 능력을 인정받아 발탁됐다.
외부 전문가 영입 인사도 함께
정무기획보좌관에는 김민수 전 해양수산부 장관정책보좌관이 임명됐다. 김 보좌관은 대통령실 사회수석실 행정관을 역임하며 다양한 지역 현안에 대한 정무적 대응과 정책 기획 능력을 쌓은 인물이다. 해양수산부 이전과 관련한 정책 추진과 관련 산업 집적화 등에 대응하기 위한 전략적 인사로 해석된다.
대외협력보좌관에는 이치우 전 대통령실 정무행정관이 임명됐다. 기존 시민소통보좌관 직위를 확대·강화한 이번 직책은 폭넓은 대외 네트워크를 기반으로 정부 및 주요 기관과의 협력을 강화할 것으로 기대된다.

미래전략보좌관은 기존 정책협력보좌관 직책을 개편해 신설됐다. 부산시의 신성장 동력 발굴과 지역 산업, 시정 주요 정책에 대한 전략 수립을 담당하는 역할을 수행한다. 해당 직위에는 전성하 전 부산시 투자유치협력관이 임명됐다. 전 보좌관은 경제 분야 민관협력 경험을 바탕으로 시정의 미래 전략 수립을 이끌 예정이다.
박형준 시장은 “이번 정무라인 재편은 민선 8기 후반기 시정 성과를 완성하고 부산의 미래를 함께 준비하기 위한 전략적 배치”라며 “내부 경험과 외부 전문성을 조화롭게 갖춘 정무라인을 통해 시정을 더욱 내실 있게 추진하겠다”고 밝혔다.

The City of Busan announced a comprehensive reorganization of its political affairs team, effective September 1, to reinforce the administration’s capacity in the latter half of Mayor Park Heong-joon’s term. The reshuffle combines an internal realignment based on experience and competency with the strategic recruitment of external experts to address regional challenges and enhance intergovernmental cooperation.
Mayor Park personally presented appointment letters to the new officials in a ceremony held at City Hall’s protocol room on August 29 at 9:40 a.m.
Internal Reassignments
Three key internal reassignments were made, focusing on aligning capabilities with roles. Jeon Jin-young, previously serving as Secretary for Political Planning, has been appointed Senior Policy Secretary, filling the vacancy created by the appointment of Seong Hee-yeop as Deputy Mayor for Future Innovation. Jeon is recognized for his deep understanding of the city's policy vision and administrative goals.
Park Gwang-myung, the current spokesperson, will take on the newly established role of Chief External Affairs Secretary at the city’s Seoul Office. He will oversee external communications and liaise with central government bodies to ensure Busan’s interests are well-represented in national policy discussions.
Replacing Park as spokesperson is Won Young-il, formerly Secretary for Citizen Communication. Won has been praised for his effective engagement with citizens, media, and various stakeholders within and outside the municipal government.
Appointments of External Experts
To respond more strategically to major policy initiatives—such as the relocation of the Ministry of Oceans and Fisheries—and to build external partnerships, the city has brought in three seasoned professionals.
Kim Min-soo, former policy advisor to the Minister of Oceans and Fisheries and a former official at the Presidential Office’s Social Affairs Division, has been appointed Secretary for Political Planning. Kim brings significant experience in policy development and political coordination on national and regional issues.
Lee Chi-woo, a former political affairs administrator at the Presidential Office, has been appointed Secretary for External Cooperation. This position, which expands upon the previous citizen communication role, is expected to enhance Busan’s external collaboration through Lee’s extensive network and administrative expertise.
The role of Secretary for Policy Cooperation has been redefined as Secretary for Future Strategy to align with the city’s focus on long-term growth and innovation. Appointed to this new role is Jeon Seong-ha, former Director of Investment Cooperation for Busan City, who brings a wealth of experience in public-private economic development initiatives.
Mayor Park emphasized that the reorganization is a strategic move to ensure the successful completion of key initiatives during the remainder of his term and to lay the groundwork for Busan’s long-term development. “This reshuffle is not just about reorganizing personnel; it’s a strategic alignment of internal expertise and external professionalism to implement the second half of our administration’s agenda effectively and to prepare for Busan’s future,” Park said.
