[브레이크뉴스=배종태 기자] 부산광역시의회는 29일부터 9월 12일까지 15일간 제331회 임시회를 열고 총 129건의 안건을 심사 및 의결할 예정이다.
이번 임시회에서는 조례안 45건, 동의안 76건, 예산안 2건, 의견청취안 2건, 결의안 1건, 기타 3건 등 다양한 안건이 상정된다. 특히 부산시가 제출한 2025년도 제3회 추가경정예산안 1조 883억 원 규모에 대한 심의가 예정되어 있어 예산의 적재적소 배분과 민생 안정 효과가 기대된다.
회기 첫날인 8월 29일에는 제1차 본회의를 통해 박형준 시장의 추경예산안 제안 설명이 진행된다. 이어 12명의 의원이 5분 자유발언을 통해 시정 및 교육행정 전반의 문제점을 지적하고 개선을 촉구할 예정이다.
9월 1일과 2일에 열리는 제2차 및 제3차 본회의에서는 각각 6명씩 총 12명의 의원이 시정질문에 나선다. 이번 시정질문에서는 교육 복지, 도시 안전과 개발, 일자리 및 문화, 보건 의료 등 시민 생활과 직결된 주요 현안에 대한 집행부의 책임 있는 대응이 요구될 전망이다.
각 상임위원회는 9월 3일부터 9일까지 7일간 조례안과 추경예산안 등을 집중 심사하고, 예산결산특별위원회는 10일과 11일 양일간 예비심사를 마친 추경예산안을 종합 심의한다.
회기 마지막 날인 9월 12일 제4차 본회의에서는 모든 안건을 최종 의결하고, 추가로 12명의 의원이 5분 자유발언을 통해 시정 전반에 대한 의견을 제시하며 임시회를 마무리하게 된다.
한편, 다음 회기인 제332회 정례회는 올해 마지막 회기로, 11월 4일부터 12월 16일까지 43일간 개최될 예정이다. 이번 정례회에서는 2025년도 행정사무감사와 2026년도 본예산 심사 등 핵심 의정 활동이 이어질 계획이다.

The Busan Metropolitan Council, chaired by Speaker Ahn Seong-min, opened its 331st extraordinary session on August 29, which will run for 15 days until September 12. During the session, the council will review and vote on a total of 129 agenda items.
The items include 45 ordinance bills, 76 approval requests, 2 budget proposals, 2 opinion-hearing items, 1 resolution, and 3 others. A key focus will be the review of Busan City's third supplementary budget for 2025, totaling approximately 1.0883 trillion KRW, a 6.2 percent increase from the original budget. The council aims to ensure that the budget is distributed effectively to stabilize public welfare.
On the first day, the council will hold the first plenary session where Mayor Park Heong-joon will deliver a proposal explanation for the supplementary budget. Twelve council members will follow with five-minute free speeches, addressing various issues related to municipal and educational administration.
On September 1 and 2, the second and third plenary sessions will feature interpellations by a total of 12 members. Key topics will include education and welfare, urban safety and development, employment and culture, and public health, with council members urging the administration to respond with practical measures.
Standing committees will convene from September 3 to 9 to deliberate on ordinances and the supplementary budget. The Special Committee on Budget and Accounts will conduct a comprehensive review of the budget proposal on September 10 and 11, following preliminary examinations.
On the final day, September 12, the fourth plenary session will be held to vote on all reviewed items, including the supplementary budget. An additional round of five-minute free speeches by 12 council members will conclude the session.
The next session, the 332nd regular session, will be the final meeting of the year. Scheduled from November 4 to December 16, the council will carry out administrative audits for 2025 and deliberate on the main budget for 2026.
