[브레이크뉴스=배종태 기자] 국민의힘 김희정 의원(부산 연제구·국토교통위원회)이 플랫폼 택시업체의 부당 수수료 징수를 원천 차단하기 위한 '여객자동차 운수사업법 일부개정법률안'을 대표 발의했다. 이번 개정안은 카카오택시 등 플랫폼가맹사업자가 자사 호출 서비스와 무관한 영업에까지 수수료를 매기는 행태를 법적으로 금지하고, 위반 시 과태료를 부과할 수 있도록 했다.
플랫폼 수수료 ‘부당 징수’ 명문화 금지
개정안은 가맹 택시가 플랫폼을 거치지 않고 길거리에서 승객을 태우거나 타사 호출을 이용해 운행할 경우, 플랫폼사가 가맹수수료를 받을 수 없도록 명시했다. 이는 단순히 제도적 근거만 두었던 현행법의 빈틈을 메우려는 조치로, 불공정 관행을 법률 차원에서 근절하겠다는 취지다.
민원·간담회 통해 현장 목소리 반영
김 의원은 지난해 민원의 날을 통해 카카오택시가 가맹 기사들에게 배회영업까지 수수료를 부과한다는 문제 제보를 접수했다. 이후 택시업계와 간담회를 열고 카카오 측과 개선 방안을 논의했으나, 뚜렷한 해법이 제시되지 않자 직접 입법에 나섰다.
공정거래위원회 역시 올해 카카오모빌리티 대구·경북 가맹본부(㈜디지털모빌리티)와 카카오T블루 운영사(㈜케이엠솔류션)에 대해 자사 플랫폼을 사용하지 않은 운행에도 수수료를 징수한 행위를 불공정거래로 판단, 총 41억 원의 과징금을 부과한 바 있다.
“공정한 가맹시장 조성 기대”
김희정 의원은 “국내 택시호출 시장을 사실상 독점한 카카오택시가 우월적 지위를 앞세워 부당 수수료를 강제하면서 기사들의 영업 부담이 심각해졌다”며 “이번 개정안을 통해 플랫폼사업자와 기사 간 상생 구조를 마련하고, 공정한 가맹시장 환경을 정착시킬 것”이라고 강조했다. 이번 법안이 통과되면 공포 후 3개월 뒤 시행될 예정이다.

Rep. Kim Hee-jung of the ruling People Power Party (Busan Yeonje District, Land, Infrastructure and Transport Committee) has introduced a bill to prohibit platform taxi operators from collecting unfair commissions from franchise drivers. The amendment to the Passenger Transport Service Act is aimed at preventing companies like Kakao Taxi from charging franchise fees even when drivers pick up passengers through street hails or rival platforms. Violators would face fines.
Bill bans commissions on non-platform rides
Under the proposal, platform-affiliated operators would be explicitly barred from collecting commissions on rides not arranged through their own platform. This closes a legal gap in the current system, which recognizes platform taxi operations but does not explicitly prohibit such unfair practices.
Voices from the field reflected in legislation
Rep. Kim drafted the bill after receiving complaints last year that Kakao Taxi imposed franchise fees even on street-hail rides. She subsequently held consultations with drivers and Kakao officials. Although Kakao had pledged to review its commission structure, the company has yet to present a concrete solution, prompting the lawmaker’s legislative move.
Earlier this year, the Korea Fair Trade Commission fined Kakao Mobility’s regional affiliates – Digital Mobility (Daegu/Gyeongbuk) and KM Solution (Kakao T Blue) – a combined KRW 4.1 billion for imposing commissions on rides conducted outside the Kakao T platform, ruling the practice as unfair.
“Fair market order for drivers and platforms”
“By leveraging its dominant position, Kakao Taxi has imposed unfair fees even on street-hail rides, burdening franchise drivers,” Rep. Kim said. “This bill is designed to create a fairer market environment where platform operators and taxi drivers can coexist.”
If passed, the law will take effect three months after promulgation.
