[브레이크뉴스=이성용 기자] 경남도가 인구 감소와 인구구조 변화에 체계적으로 대응하기 위해 ‘경남형 인구영향평가 체계’를 새롭게 도입한다.
정책 수립 단계부터 성과 평가까지 전 주기에 걸쳐 인구영향을 분석하고, 그 결과를 다음 해 예산과 정책에 반영하는 방식이다.
‘경남형 인구영향평가 체계’는 기존의 단편적 인구영향평가를 넘어 △‘인구정책 사전검토제’, △‘사업별 사후 성과평가’, △‘중장기 핵심 성과지표 관리’까지 포함하는 종합적인 시스템이다.
정책의 실효성을 객관적으로 검증하고, 그 결과를 차기년도 사업 설계와 예산에 반영함으로써 인구정책의 실질적 효과를 높이는 것이 핵심 목표다.
지난 2006년, ‘저출산고령사회 기본계획’이 첫 수립 이후 인구감소 문제 대응을 위한 정부와 지방자치단체의 정책과 예산은 지속적으로 증가해왔지만, 그 정책효과를 객관적으로 평가할 수 있는 체계는 부족하다는 지적이 있었다.
경남도는 이 같은 문제를 해결하기 위해, 정책 사전 단계에서는 ‘인구영향 사전검토제’와 ‘인구영향 사전컨설팅’을 운영한다.

사후 단계에서는 단기적으로 ‘인구정책 사업 성과평가’를 시행하고, 중장기적으로 ‘핵심 성과지표 관리’를 통해 그 결과를 사업계획과 예산으로 환류한다.
‘인구정책 사업 성과평가’를 통해 개별 사업의 필요성과 성과를 소관부서 및 외부 전문가가 종합적으로 평가하고, 평가 결과는 다음 해 사업 조정에 반영한다. 중장기적으로는 인구대책 전략별 핵심 성과지표를 선정해 인구대책의 전반적인 실효성을 관리해 나간다.
성과평가 결과는 ‘경상남도 인구정책위원회(위원장 도지사)’에 보고해 확정하고, 이를 통해 환류 체계의 실효성을 확보한다는 방침이다.
김기영 경상남도 기획조정실장은 “인구정책의 사전·사후 종합관리 체계를 도입함으로써 정책효과가 높은 사업을 중심으로 인구대책을 강화하고, 저출생 반등 추세가 공고히 될 수 있도록 노력하겠다”고 밝혔다.
한편, ‘경남형 인구영향평가 체계’는 올해 하반기 시범 운영을 거쳐 추진계획을 확정한 후, 내년부터 본격 시행될 예정이다.
