서성란 경기도의원, “호스피스 자원봉사 없인 돌봄 공백 메울 수 없어”

경기도의회 건설교통위원회 서성란 의원(국민의힘, 의왕2)이 지난 9월 8일 열린 제386회 임시회 5분 자유발언에서 호스피스 자원봉사자 양성과 지원의 제도화를 촉구하며 ‘경기도 호스피스 자원봉사자 양성 및 지원 조례안’ 입법예고 사실을 밝혔다.

서성란 의원은 “호스피스 자원봉사자는 말기 환자와 가족 곁에서 의료진이 채우지 못하는 부분을 보완하는 핵심 인력”이라며, “코로나19 이후 활동 중단, 봉사자 고령화, 인력 감소가 겹치며 돌봄 공백이 심화되고 있다”고 우려했다.

특히 전국 최다 호스피스 전문기관을 보유한 경기도가 자원봉사 관리체계가 부실하다고 비판했다. 서성란 의원은 “공공병원조차 교육·수료·보수교육이 제각각인데도 관계부서는 지침만 내세울 뿐 지원 의지는 보이지 않는다”고 지적하며, 표준화된 관리와 민관 협력 기반 마련을 촉구했다.

또한 “호스피스는 단순 봉사가 아니라 전문교육을 이수한 자원봉사자가 팀의 일원으로 참여해야 연속성이 유지된다”며, 현장 간담회와 토론회를 통해 확인한 목소리를 전했다.

서성란 의원은 “환자의 존엄을 지키는 호스피스는 지자체 책무”라며, “경기도가 앞장서야 한다”고 강조했다.

입법예고된 조례안은 자원봉사자 교육 표준화, 보수교육, 소진 예방, 활동 연계, 민관 협력, 지원과 포상 근거 등을 담아 지속 가능한 제도적 기반을 마련하는 내용을 담고 있다.
