이진욱 의원은 "차선은 도로 위의 안전장치이자 생명을 지키는 안전선"이라며 "현재 동구 도로 중에는 야간이나 비 오는 날 차선이 잘 보이지 않는 스텔스 차선 현상이 생기는 도로가 있다"고 지적했다.
실제로 도로교통공단 교통사고분석시스템 분석 결과, 최근 3년간 동구에서 4584건의 교통사고가 발생해 35명이 사망하고 6573명이 부상을 입었다. 이 중 야간 567건, 우천 229건, 적설 2건 등 시야 확보가 어려운 상황에서 발생한 사고가 798건으로 전체 교통사고의 17.4%에 달했다.
이진욱 의원은 "현재 주로 사용되는 융착식 차선도색은 시간이 지날수록 반사 기능이 떨어져 야간이나 비 오는 날에 운전자가 차선을 제대로 식별하지 못하고 사고로 이어질 수 있다"고 설명했다.
이어 "서울, 부산, 울산 등 다른 지자체들은 이미 고성능 도료, 스마트 마모도 측정 시스템, 발광형 노면표시 등을 선제적으로 도입했다"며 "동구도 발 빠른 대응이 필요하다"고 강조했다.
이진욱 의원은 과학적인 정비 우선순위 설정, 고성능 차선도색 시범 도입, 시공 품질관리 강화, 발광형 소재를 사용한 노면표시 기술 도입 검토, 디지털 도로 유지관리 시스템 구축 등 5가지 개선 방안을 제안했다.
끝으로 이진욱 의원은 "동구가 대구에서 가장 안전한 도로를 갖추려면 기술을 두려워하지 않고 예방 중심의 예산 운용과 과학적 관리 체계로 전환이 필요하다"며 "이제는 보이는 차선, 믿을 수 있는 차선을 만들어 구민이 체감할 수 있는 교통안전 강화를 이뤄야 한다"고 말했다.
