경기도의회 교육행정위원회 김영기 의원(국민의힘, 의왕1)이 지난 9월 17일 열린 제386회 임시회 제3차 예산결산특별위원회에서 도시개발국·여성가족국 소관 추경안을 심사하며, 개발이익도민환원기금의 본래 취지 준수와 가족돌봄수당·외국인 보육지원 제도의 실효성 강화를 촉구했다.
김영기 의원은 “개발이익도민환원기금 763억 원이 1·2차에 걸쳐 통합재정안정화기금으로 예탁된 것은 세수 보전 차원일 뿐, 주거복지·낙후지역 개발·임대주택 공급 등 조례가 규정한 목적과는 거리가 있다”며, “도민 삶에 직접 기여할 수 있도록 운영돼야 한다”고 지적했다.
김영기 의원은 가족돌봄수당과 관련 “지난해 사회보장협의 지연으로 시범사업 형태로 추진되며 참여 시·군이 줄고 불용액까지 발생했다”며, “내년에는 27개 시·군이 참여하는 만큼 수기일지 작성 등 불편을 개선하고, 불용·감액 사례 없이 내실 있는 운영이 필요하다”고 강조했다.
또한 외국인 자녀 보육지원 예산이 사회보장협의 과정에서 월 15만 원에서 10만 원으로 축소된 점을 언급하며, “외국인 지원은 다문화 정착을 돕는 중요한 제도지만 입시·언어 등 유사 사업이 존재한다”며 “대상별로 흩어진 지원을 통합해 운영하면 효과성과 비용 효율을 동시에 높일 수 있다”고 제안했다.
김영기 의원은 “외국인 지원 축소가 아니라 종합 검토와 제도 통합을 통한 효율성 제고가 필요하다”며 “향후 이민정책과 연계해 도민 세금이 보다 효과적으로 쓰일 수 있도록 해야 한다”고 거듭 강조했다.
