브레이크뉴스 정명훈 기자= 나경원 국민의힘 의원은 9일 자신의 페이스북을 통해 해외에서 한국인이 범죄조직에 의해 납치·감금되는 사건이 급증하고 있다며, 정부의 무능과 직무유기를 강하게 비판했다.
나 의원에 따르면 캄보디아에서 한국인 납치 신고 건수는 2022~2023년 연간 10~20건 수준에서, 2023년 220건, 올해 8월까지 330건으로 급증했다. 또한 2023년 캄보디아 현지에서 체포된 한국인은 3명이었으나 2024년 46명으로 15배 증가했으며, 올해 1~7월 체포 건수는 이미 144명으로 작년의 세 배를 넘었다. 취업 사기·감금 피해도 2023년 17건에서 올해 252건으로 14.8배 늘어난 것으로 나타났다.
나 의원은 피해자 대부분이 '고수익 해외 취업'에 속아 범죄조직에 납치된 경우라고 지적하며, 캄보디아뿐만 아니라 미얀마, 태국 등에서도 중국계 범죄조직이 한국인을 포함한 외국인을 피싱 범죄에 강제로 동원하는 사례가 급증하고 있다고 강조했다.
특히 피해자들은 현지 경찰의 부패와 인권 유린에 노출돼 있으며, 한국인 15명이 체포된 시아누크빌 범죄단지 사건에서는 국내 송환 약속에도 불구하고 다른 범죄조직에 넘겨지는 사례가 발생했다. 피해자들은 하루 두 끼 식사와 높은 비용을 강제로 부담하고, 마약 흡입을 강요받는 등의 상황도 있었다고 한다.
나 의원은 현지 대사관의 영사조력도 사실상 이루어지지 않았다면서 “국민 생명과 안전보다 국정 현안을 우선하는 것은 통치 실패”라고 비판했다.
또한 나 의원은 정부에 대해 △국가 총력 대응체계 가동 △외교부·경찰청·법무부·검찰·국정원 등 관련 기관 합동 태스크포스 즉각 구성 △국제 협약과 기구 활용을 통한 피해자 보호와 송환 강력 추진 등을 촉구했다.
나 의원은 또한 이재명 대통령이 지난 2일 세계한인의 날 행사에서 “해외 국민과 동포의 권익과 안전을 지키겠다”고 말한 것을 언급하며 실제 대응은 미흡했다고 꼬집으며 최근 이스라엘군에 나포된 한국인 탑승객의 안전 문제도 철저히 지켜져야 한다고 했다.

Representative Na also urged the government to: 1) mobilize a comprehensive national response system; 2) immediately form a joint task force comprising relevant agencies, including the Ministry of Foreign Affairs, the National Police Agency, the Ministry of Justice, the Prosecutors' Office, and the National Intelligence Service; and 3) utilize international agreements and organizations to vigorously promote victim protection and repatriation.
Rep.
