남한권 울릉군수와 이상식 울릉군의회 의장은 10월 29일 포항지방해양수산청을 방문, 정부 대응의 부재에 깊은 우려를 표하고, 섬주민 이동권 보장과 여객선 운항 공백 방지를 위한 긴급 대책을 요청했다.
이번 방문은 해마다 반복되는 여객선 단절 사태로 인해 주민들의 생활 불편이 심화되는 현실을 직접 전달하고, 국가 차원의 근본적 해결책 마련을 요구하기 위해 추진됐다.

울릉군과 군의회는 포항해수청과의 면담에서 ▲동절기 운항 공백 방지를 위한 긴급 수송체계 구축, ▲울릉항로의 국가보조항로 지정, ▲장기적 해상교통 안정화 방안 마련 등을 건의했다.
특히 울릉군은 “섬 지역 교통 문제를 지방행정의 영역으로만 보지 말고, 국가가 책임지고 관리해야 할 국민 이동권 보장 과제로 인식해야 한다”고 강조했다.
남 군수는 “정부가 이번 사안을 계기로 섬주민의 현실을 직시하고, 어떤 기상 조건에서도 최소한의 이동권이 보장될 수 있는 제도적 장치 마련에 나서야 한다”며 “군에서도 주민 불편을 최소화하기 위한 임시 대책을 적극 검토하겠다”고 밝혔다.
