고양특례시의회 김운남 의장이 주최하고 고양시기업애로상담지원센터가 개최한 '관내 기업애로 해소를 위한 현장소통 간담회'가 6일 (사)고양기업경제인연합회 회의실에서 열렸다.
이날 간담회에는 김운남 의장을 비롯해 건설교통위원회 김미경 위원장, 관련 부서 공무원, 관내 기업 10개사 관계자들이 참석해 기업 현장의 고충과 제도 개선 요구사항을 직접 청취하는 시간을 가졌다.

이번 간담회는 최근 제조업소와 공장 등에서 부속창고로 활용되는 가설건축물의 강판재질 사용 허용 여부가 지역 기업들의 주요 관심사로 떠오르면서 마련됐다.
현재 고양시는 「건축법 시행령」에 따라 합성수지 재질(천막류)만 가설건축물로 인정하고 있다.
그러나 내구성 부족과 보관시설 활용 제약 등으로 기업들의 불편이 꾸준히 제기되어 왔다.
참석 기업들은 ▲강판재질 설치의 필요성 ▲내구성 및 안전성 강화 ▲보관 효율성 제고 ▲실질적 생산공간 확보 필요 등을 건의했다.
한편 행정·도시계획 측면에서는 ▲불법 증축 우려 ▲도시 미관 저해 가능성 ▲소방·안전관리 문제 등의 우려 사항도 함께 제기됐다.
특히 파주시를 비롯한 도내 여러 지자체가 조건부로 강판재질 임시창고 설치를 허용하는 조례를 운영 중이라는 점이 소개되며, 고양시도 합리적 기준 마련을 위한 검토가 필요하다는 의견이 나왔다.
김운남 의장은 "기업 현장에서 겪는 어려움은 곧 지역 산업 경쟁력과 직결되는 문제"라며 "오늘 제기된 의견 하나하나를 면밀히 검토해 관계부서와 충분히 협의하겠다"고 밝혔다.
이어 "필요하다면 조례 개정 등 입법적 대안도 적극적으로 모색해 나가겠다"며 "기준 완화가 곧 규제 포기가 되어서는 안 되는 만큼, 불법 증축 방지와 안전 확보를 위한 관리장치도 함께 논의하겠다"고 강조했다.
김 의장은 "기업 활동을 지원하면서도 도시환경과 안전을 지킬 수 있는 균형 잡힌 해법을 마련하겠다"며 "이번 간담회를 계기로 관내 기업의 애로사항을 종합적으로 점검하고, 현장의 목소리가 제도 개선에 실제로 반영될 수 있도록 후속 논의와 검토를 이어가겠다"고 덧붙였다.
