최민호 세종시장이 폐쇄회로(CC)TV 등 무인 교통 단속에 의한 범칙금이 전액 국세로 귀속돼 지방 재정에 실질적인 도움이 되지 않고 있다"며 "이를 지방세입으로 전환해야 한다"고 강조했다.
최 시장은 18일 시청 집현실에서 열린 간부회의를 주재한 자리에서 이같이 말하고 정치권과 긴밀한 소통을 통해 도로교통법 개정안을 조속히 발의해야 한다고 강조했다.
현행 도로교통법은 무인 교통 단속을 통한 범칙금을 국고 또는 제주특별자치도 금고에 귀속하도록 하고 있다.
이에 따라 세종시는 무인교통단속장비로 부과한 과태료 전액이 국고에 귀속돼 재정적 권한을 일체 인정 받지 못하고 있다.
반면, 제주특별자치도는 지난 2006년 도로교통법 개정 당시 예외조항을 적용받아 연간 90여억 원에 이르는 무인교통단속장비 과태료를 온전히 지방재정으로 확보해 활용하고 있다.
최 시장의 주장은 무인교통단속 장비의 설치와 유지관리, 운영에 드는 예산을 지방정부가 부담하고 있는 상황에서 이를 통한 범칙금의 일방적인 국고 귀속은 불합리하다는 취지다.
이는 지방정부에 재정 권한이 없는 상태에서 단속·운영 책임만 떠넘기는 구조로, 결과적으로 지방 교통안전 기반의 질적 저하를 야기할 수 있다는 지적이다.
따라서 도로교통법을 개정해 이를 지방세원으로 전환함으로써 지방 재정의 안정성을 높이고 지방정부가 지역 주민의 안전을 확보하기 위한 시설에 투자할 수 있도록 해야 한다는 것이다.
최 시장은 “앞으로 개정안 발의는 물론, 중앙지방협력회의와 시도지사 협의회 등을 통해 지방세입 전환을 지속적으로 요청할 것”이라며 “이를 지방세입으로 전환하면 우리시가 겪고 있는 재정 부담에도 작게나마 도움이 될 것”이라고 덧붙였다.
이어 내달 18일부터 24일까지 열리는 12월 밤마실 주간에 올 한 해 시정에 도움을 준 이웃들에게 감사하는 마음을 전하는 시간을 마련할 것을 제안했다.
최 시장은 “한 해를 돌이켜보면 지역 발전을 위해 애써주고 도와주신 시민들이 많다”며 “지역사랑과 이웃사랑에 기여한 분들에게 감사의 뜻을 전하는 자리로 음악회를 준비했으면 한다”고 당부했다.
이와 함께 오는 22일부터 내달 12월 31일까지 이응다리 남측광장에서 열리는 2025년 세종 빛 축제에 대한 많은 관심과 참여를 당부했다.
그는 “시민이 개최하는 세종 빛축제에 우리 공무원들 또한 솔선수범해서 참여해야 한다”며 “빛 조형물을 배경 삼아 가족, 친구들과 즐거운 시간을 보내셨으면 한다”고 말했다.
아울러 현재 운영을 중단한 밀마루 전망대를 각종 전시·관람이 가능한 시민들의 공간으로 활용할 수 있는 방안을 모색할 것을 주문했다.
