【충북 브레이크뉴스】김봉수 기자=조병옥 음성군수는 20일 열린 제384회 음성군의회 제2차 정례회에서 시정연설을 통해 내년도 군정 운영 방향에 대해 밝혔다.
이날 조 군수는 “2030 음성시 건설을 향해 투자유치와 일자리 창출, 정주여건 개선, 인구유입, 재투자로 이어지는 선순환 구조를 더욱 공고히 하겠다”며 주요 군정 운영 7대 과제를 제시했다.
과제는 △경제회복을 넘어 도약의 발판 마련 △청년을 비롯해 인구가 유입되는 도시기반 조성 △군민의 삶을 보듬는 따뜻한 복지 실현 △품격 있는 교육·문화·관광 도시 구현 △농업 경쟁력 강화로 행복한 농업·농촌 실현 △군민이 안심하는 안전하고 쾌적한 도시 조성 △성공적인 도민체전 개최 등이다.
조 군수는 “지역경제 도약을 위해 민선 7·8기 누적 14조 3302억 원의 투자유치와 1만 7603명의 고용 창출을 이룬 실적과 역량을 바탕으로 휴먼스마트밸리·용산·음성테크노폴리스 산단의 준공에 속도를 높이고, 생극제2·삼성테크노밸리 산단의 내년 상반기 착공을 준비해 투자 기반을 마련하겠다”고 말했다.
이어 “충북형 지역성장펀드에 5년간 30억 원 출자, 스마트공장 지원, 기업 정주 여건 개선 등으로 중소기업과 스타트업의 성장을 지원하고, ‘음성행복페이’는 일반 발행 규모 800억 원, 월 구매 한도 100만 원으로 확대해 지역경제에 활력을 더하겠다”고 밝혔다.
또 “청년을 비롯해 머물고 싶은 정주 도시를 위해 원남 청년농촌보금자리 준공, 산업단지 청년복합문화센터 인증 절차 마무리, 청년거점 ‘청년대로’ 활성화를 추진하고 2030년까지 2만 2560세대의 공동주택 추가 공급에 총력을 다할 방침”이라고 설명했다.
아울러 “충북혁신도시는 송전선로 지중화 사업이 사업비 증가 변경 승인을 받은 만큼 추진에 속도를 내고 공공기관 2차 이전에 적극 대응해 자족 기능을 갖춘 매력적인 도시로 만들어 나갈 계획”이라고 강조했다.
복지 분야는 “ICT·AI를 활용해 복지사각지대 발굴과 함께 ‘똑똑안부확인서비스’와 고독사 예방 체계 강화로 사회안전망을 구축하며, 장애인 긴급·일상돌봄 서비스를 확대하고 장애인종합복지센터를 준공해 주간 보호 기능도 강화하겠다”고 말했다.
새정부의 국정과제를 반영해 “살던 곳에서 존엄한 삶을 지속하기 위한 ‘음성형 의료-돌봄 통합지원 체계’를 구축하고, 외국인 비율이 전국 2위(16.6%)로 지역경제에 중요한 역할을 차지하는 만큼 외국인의 조기 적응과 지역사회 융합을 위한 종합대책도 마련하겠다”고 밝혔다.
교육·문화·관광 분야에서는 “내년부터 5년간 군민 1만 명에게 AI 활용 교육을 실시해 새로운 변화에 격차를 줄이고 교육발전특구 시범 지역으로서 지역산업과 연계한 실용 인재와 늘봄체계를 통한 전인적 인재를 양성하겠다”고 말했다.
이와 함께 “삼성생활문화센터, 농촌중심지활성화 및 기초생활거점 사업을 통해 일상 속 문화·복지 거점을 확충하고 품바축제의 글로벌화, 설성문화제의 정체성 강화로 삶의 품격을 높여 나갈 계획”이라고 강조했다.
농업 분야는 “기후변화에 대응하는 스마트팜과 시설 현대화, 공정육묘장 운영, 산지유통센터 고도화로 생산·유통 경쟁력을 높이고, 수출 전략품목 육성과 마케팅 지원, 친환경농업 기반 확대로 농가 소득을 견인하겠다”고 말했다.
이어 “내년 13년 만에 열리는 제65회 충북도민체육대회와 제20회 장애인도민체육대회는 안전하고 쾌적한 경기환경을 조성해 성공 개최로 군민 자긍심을 높이고, 파크골프장 준공 등 생활체육 인프라를 확충해 군민 건강과 활력을 높이겠다”고 밝혔다.
조 군수는 “GRDP 도내 2위, 1인당 GRDP 도내 1위, 지자체 일자리대상에서 5년 연속 수상 성과를 바탕으로 군민과 약속한 사업을 차질 없이 마무리해 2030 음성시 건설로 나아가겠다”며 군의회의 적극적 협조를 거듭 당부했다.
