안양시의회 조지영 의원(더불어민주당, 안양아)이 지난 11월 19일 안양시노동인권센터에서 열린 ‘민관협력적 돌봄통합 실현을 위한 토론회’에 토론자로 참석해, AIP(Aging in Place, 내가 살던 동네에서의 노후) 관점과 베리어프리·유니버설디자인, 돌봄노동자 처우 개선을 안양형 통합돌봄 정책의 3대 축으로 제시했다.
이번 토론회에서는 임종한 한국의료복지사회적협동조합연합회 회장이 지역사회 중심 통합돌봄의 필요성과 국가 정책 방향을, 이선주 부천시의료사회적협동조합 전무가 부천 사례를 발표했다. 이어 김중성 행복한마을의료사회적협동조합 이사장은 ‘안양시 돌봄통합지원 조례(안)’을 제안하며 안양의 제도 준비 방향을 논의했다.
조지영 의원은 “통합돌봄은 복지부서의 단순한 사업이 아니라, 우리가 어떤 도시에서 어떻게 나이 들어갈지를 고민하는 일”이라며 “안양도 요양시설로 떠나는 도시가 아니라 익숙한 동네에서 살아갈 수 있는 AIP 도시를 목표로 해야 한다”고 밝혔다.
또한 전국 최초로 제정된 ‘안양시 공공서비스디자인 조례’의 대표 발의자로서 해당 조례의 취지를 설명했다. 조 의원은 “어르신·장애인·돌봄이 필요한 시민을 정책 기획 단계부터 참여 주체로 포함시키는 철학을 담았다”며 “통합돌봄도 당사자의 목소리가 제도와 현장에 직접 반영되어야 한다”고 강조했다.
이어 “장애인을 ‘파랑새’라고 부르기도 한다. 파랑새가 편안한 도시는 결국 모두에게 편안한 도시”라며 “베리어프리와 유니버설디자인 원칙이 도시계획과 재건축·재개발, 공동주택 설계 단계에서 기본값으로 작동해야 한다”고 말했다. 또한 “복지·보건 전문가뿐 아니라 공공디자이너와 도시계획 전문가가 통합돌봄 논의에 함께 참여할 때 그 가치가 도시 전반으로 깊게 확산될 것”이라고 덧붙였다.
아울러 조 의원은 “요양보호사 등 돌봄노동자의 삶이 무너지면 어떤 통합돌봄도 지속될 수 없다”며, 그동안 제안해 온 요양요원 지원센터 설치와 처우 개선 방안을 통합돌봄 체계 안에 포함시키겠다는 뜻을 밝혔다.
조지영 의원은 “안양시는 통합돌봄 시범사업 선정, 좋은돌봄 선언, 치매전문요양병원 추진 등 중요한 기반을 갖췄다”며, “통합돌봄이 일부 취약계층을 위한 복지를 넘어 모든 시민의 삶을 지키는 도시 정책으로 자리 잡도록 의회에서 역할을 다하겠다”고 말했다.

Anyang City Council Member Cho Ji-young (Democratic Party of Korea, Anyang-A) participated as a panelist at the "Discussion on Realizing Public-Private Cooperative Integrated Care" held at the Anyang City Labor Human Rights Center on November 19th. She presented the Aging in Place (AIP) perspective, barrier-free care, universal design, and improved treatment for caregivers as the three pillars of Anyang-style integrated care policy.
At the discussion, Lim Jong-han, Chairman of the Korea Federation of Medical Welfare Social Cooperatives, discussed the need for community-centered integrated care and national policy directions, while Lee Seon-ju, Executive Director of the Bucheon City Medical Social Cooperative, presented the Bucheon case. Kim Jung-seong, Chairman of the Happy Village Medical Social Cooperative, then proposed the "Anyang City Integrated Care Support Ordinance (Draft)" and discussed Anyang's institutional preparations.
Councilmember Cho Ji-young stated, "Integrated care is not simply a project of the welfare department. It's about considering how and in what city we will age." She added, "Anyang should aim to become an AIP city where people can live in familiar neighborhoods, not a city where people leave for nursing homes."
As the lead sponsor of the "Anyang City Public Service Design Ordinance," the first of its kind in the nation, Councilmember Cho explained the purpose of the ordinance. "It embodies the philosophy of including seniors, people with disabilities, and citizens in need of care as participants from the policy planning stage," she emphasized, "Integrated care must also directly reflect the voices of those involved in the system and on-site." He continued, "People with disabilities are sometimes called 'bluebirds.' A city where bluebirds are comfortable is ultimately a city where everyone is comfortable." He added, "Barrier-free and universal design principles should be the default in urban planning, reconstruction and redevelopment, and apartment design." He added, "When not only welfare and health experts, but also public designers and urban planners participate in discussions on integrated care, its value will spread deeply throughout the city."
Councilmember Cho also stated, "If the lives of care workers, such as nursing assistants, are disrupted, no integrated care system can be sustainable." He announced his intention to incorporate his previously proposed plans to establish support centers for nursing assistants and improve their treatment into the integrated care system.
Councilmember Cho Ji-young stated, "Anyang City has established important foundations, including the selection of an integrated care pilot project, the Good Care Declaration, and the promotion of a dementia-specialized nursing hospital.
