【충북 브레이크뉴스】김봉수 기자=음성군은 10일 국회도서관 소강당에서 임호선 국회의원(증평·진천·음성)을 비롯한 전국혁신도시 선거구 국회의원 및 전국혁신도시(지구)협의회, 전국혁신도시 노동조합협의회와 공동으로 ‘혁신도시 활성화 및 지역성장거점 조성을 위한 국회토론회’를 개최했다.
이번 국회토론회는 2차 공공기관 지방이전 정책이 정부의 균형발전 국정과제(51번)의 핵심사업으로 포함됨에 따라 혁신도시의 지속 가능한 성장 및 경쟁력 강화를 위해 이뤄졌다.
이번 토론회에는 혁신도시 지역구 국회의원, 이전공공기관 노조협의회 등 100여 명이 참석해 공조 체계를 확고히 했다.
주제 발표를 맡은 광주대학교 이민원 명예교수(前 제2대 국가균형발전위원회 위원장)는 ‘혁신도시 활성화 및 지역성장거점 조성 전략’을 주제로 혁신도시의 성과와 한계에 대해 진단하고, 혁신도시 성공을 위한 통합적 전략 방안을 제시했으며, 이어서 진행된 토론의 좌장을 맡았다.
아울러 종합토론에서는 국토연구원 정우성 연구위원, 산업연구원 송우경 선임연구위원, 충북연구원 홍성호 선임연구위원, 김사혁 전국혁신도시 노조협의회 정보통신정책연구원 위원장이 토론자로 참석해 혁신도시 활성화와 지역성장거점 조성을 위한 전반에 대해 폭넓게 의견을 나눴다.
토론회를 공동주최한 임호선 국회의원은 “지방소멸을 막고 고루 잘사는 대한민국을 만들기 위해서 혁신도시가 조성됐다”며 “이러한 선순환 구조를 위해 2차 공공기관이 혁신도시로 이전돼야 지속 가능하다”고 말했다.
그러면서 “충북혁신도시가 지역균형발전의 성장 거점으로 발전할 수 있도록 정책적 지원과 제도 보완에 최선을 다하겠다”고 말했다.
전국혁신도시(지구)협의회장 조병옥 음성군수는 “공공기관 2차 이전을 앞두고 비혁신도시 지자체의 공공기관 유치 요구가 커지고 있는 상황”이라면서 “국가균형발전의 상징으로 조성된 혁신도시로 공공기관 2차 이전이 우선 배치돼 지역 신성장 거점도시로 도약할 수 있도록 협의회, 지역구 국회의원, 이전공공기관 노조와 함께 긴밀히 협력해 나아가겠다”고 밝혔다.
전국혁신도시 노동조합협의회 김성도 의장은 “이전공공기관들은 지역산업, 인재 채용, 지역공헌 사업 등을 추진하면서 혁신도시와 지역발전에 기여했다”면서 “그럼에도 교육, 교통시설 등 정주 환경은 부족함에 따라 기존 혁신도시의 완성을 위해 공공기관 2차 이전을 통한 정부의 전폭적인 투자와 지원 확대가 필요하다”고 주장했다.
한편 2006년 설립된 전국혁신도시(지구)협의회는 전국 9개 혁신도시, 11개 시군구 단체장으로 구성된 협의체로 혁신도시 조성의 완성도 제고와 상생발전을 위한 협업 활동을 추진하고 있다. 현재 제18기 임원단 회장은 조병옥 음성군수, 부회장은 원강수 원주시장과 배낙호 김천시장이 맡고 있다.
