올해 처음 도입된 이번 평가는 폭염·한파·가뭄 등 3개 분야에 대해 지방정부의 대응 활동 실적, 인명피해, 수범사례 등을 종합적으로 평가해 우수 지방정부를 선정하는 제도다.
전국 지방정부를 대상으로 한 1차 서면 평가에서 증평군은 상위 12개 기초 지방정부에 포함됐으며, 가뭄 분야에서는 단 2곳만이 2차 발표평가에 진출했다.
지난달 26일 열린 수범사례 발표회를 통해 증평군은 가뭄 대응 전략의 체계성과 현장 실행력을 높게 평가받아 최종 우수 기관으로 선정됐다.
특히 군은 △가뭄 종합대책 수립 △농업용 저수지의 상시 모니터링 및 관리 강화 △농업용 소형관정 지원사업 확대 △취약지역 물 공급 체계 점검 등 사전 예방 중심의 대응 체계를 꾸준히 고도화해 온 점이 주효했다는 평가다.
군 관계자는 “기후위기의 속도가 빠른 만큼 행정도 관성에서 벗어난 기민한 대응이 필요하다”며 “앞으로도 농업·생활 분야 전반에서 가뭄 피해를 최소화할 수 있도록 선제적 재난 대응 시스템을 더욱 강화하겠다”고 말했다.
