[브레이크뉴스=배종태 기자] 부산시가 고령자와 사업용차량을 중심으로 한 맞춤형 교통안전 대책을 추진한다. 고령운전자 면허 자진반납 제도 개선부터 버스·택시 안전장치 도입까지 사고 예방에 초점을 맞춰 ‘사람 중심’ 교통환경 조성에 나선다.
이번 대책은 고령운전자·보행자 보호, 고령 운수종사자 사고 예방, 사업용차량 안전 강화 등 세 축으로 추진된다.
우선 고령운전자와 보행자의 사고 유발 요소를 집중 관리한다. 2018년부터 시행해 온 고령자 운전면허 자진반납 우대제도는 실효성을 높이기 위해 내년 1월 1일부터 개선 시행된다.
지원 대상 연령을 기존 65세 이상에서 70세 이상으로 상향하고, 면허 반납 시 지급하던 선불교통카드는 지역화폐인 동백전(정책지원금)으로 전환한다. 실제 운전자임을 증빙할 경우 30만 원, 면허증만 반납하면 10만 원을 지원한다.
고령보행자 사고 예방을 위해서는 전통시장 등 고령자 이용이 많은 지역을 대상으로 노면표시와 교통안전 시설물을 설치한다. 또 연산·감전교차로 등 4곳에 설치한 고령운전자 시인성 강화 시설의 효과를 6개월간 분석해 사고 감소 효과가 검증된 시설은 확대 적용할 방침이다.
고령 운수종사자 사고 예방을 위한 실증 사업도 추진된다. 시내버스 10대에는 페달 블랙박스를, 법인택시 200대에는 페달 오조작 방지장치를 설치해 도입 전·후 운전행태와 사고 감소 효과를 분석한다.
사업용차량 안전 강화도 병행한다. 시내버스 서비스평가에 ‘운전자 법규위반 행정처분금액’ 항목을 신설해 안전 운행을 유도하고, 노후 택시 블랙박스 교체 비용의 50%(대당 약 12만 원)를 지원한다. 내년 6천 대를 시작으로 3년간 총 1만5천 대에 고해상 블랙박스를 보급할 계획이다.
부산시 관계자는 “사고 위험 요소를 선제적으로 관리하는 맞춤형 교통안전 정책으로 시민이 안심할 수 있는 교통환경을 만들겠다”며 “시민들의 적극적인 참여와 협조를 당부한다”고 말했다.

Busan Metropolitan City is rolling out customized traffic safety measures focused on senior citizens and commercial vehicles, aiming to create a people-centered transportation environment and reduce traffic accidents.
The comprehensive plan is built around three key pillars: protecting elderly drivers and pedestrians, preventing accidents involving senior transport workers, and strengthening safety standards for commercial vehicles.
As part of the initiative, Busan will revamp its voluntary driver’s license surrender program for senior citizens. Starting January 1, the eligibility age will be raised from 65 to 70. The current prepaid transit card incentive will be replaced with Dongbaekjeon, the city’s local currency, provided as a policy support fund. Seniors who can verify that they were active drivers will receive 300,000 won, while those who surrender only their license card without proof of active driving will receive 100,000 won.
To reduce accidents involving elderly pedestrians, the city will install pavement markings and traffic safety facilities in areas frequently used by seniors, including traditional markets. Busan will also evaluate the effectiveness of visibility-enhancement measures installed at four major intersections, such as Yeonsan and Gamjeon, over a six-month period. Facilities proven to significantly reduce accidents will be expanded to other locations.
Busan will also launch pilot projects aimed at preventing accidents among senior transport workers. Pedal black boxes will be installed on 10 city buses, while pedal misoperation prevention devices will be fitted on 200 corporate taxis. The city will analyze driving behavior and accident data before and after installation to assess their effectiveness.
In addition, measures to strengthen the safety of commercial vehicles will be expanded. A new item reflecting the total amount of administrative penalties for traffic violations by drivers has been added to the city bus service evaluation system to encourage safer driving practices. Busan will also subsidize 50 percent of the cost—approximately 120,000 won per vehicle—for replacing outdated taxi black boxes with high-resolution models. Beginning with 6,000 taxis next year, the city plans to equip a total of 15,000 taxis over the next three years.
A city official said Busan will proactively address potential traffic risks through these tailored safety policies to build a transportation environment where citizens can feel safe, and called for active public participation and cooperation.
