【충북 브레이크뉴스】김봉수 기자=음성군이 계약심사제 운영으로 2025년도 예산 9억7천7백만원을 절감했다고 6일 밝혔다.
사업별 절감 내역은 △공사 45건 △용역 25건 △물품 40건 등 110건 535억에 대한 심사를 진행해 총 9억7천7백만원의 예산을 절감했다.
이는 설계 항목별 원가 산정과 공법 선택의 적정성 등을 따져 새어나가는 예산을 찾아낸 데 따른 성과로써 대표적 절감 사례는 ‘갑산소하천 정비사업’ 5억5천만원 ‘충도-충도간 농어촌도로 확포장공사(2차분)’ 6천6백만원, ‘감곡 파크골프장 조성사업’ 5천6백만원 등이다.
계약심사는 군과 직속기관, 사업소, 읍·면에서 발주하는 공사, 용역, 물품구매 등과 관련해 발주 전에 원가 산정의 적정성을 심사·검토하는 제도다.
한시적 지방계약 집행 특례(행정안전부)에 따라 계약심사 대상사업은 종합공사 5억원 이상, 전문(기타)공사 3억원 이상, 용역 2억원 이상, 물품 2천만원 이상이다.
군은 전문성 있는 전담 공무원을 배치해 2011년부터 계약 심사제를 운영하고 있으며, 이를 통해 예산을 절감하고 재정 건전성을 높여 예산 절감 효과를 톡톡히 보고 있는 것으로 나타났다.
이순원 기획행정국장은 “공사, 용역, 물품구매 등의 계약 체결 전 사업의 실효성, 예산의 적정성과 정확한 원가분석을 최우선으로 심사를 진행하고 있다”며 “이를 통해 절감된 예산은 군 핵심사업에 재투자돼 효율적 재정 운용과 지방재정 확보에 기여하고 있다”고 밝혔다.
