충남도의회 이연희 의원(서산3·국민의힘)이 대전·충남 행정통합 논의와 관련해 “속도보다 실익이 우선되어야 한다”며 도민 중심의 통합 설계를 촉구했다.
이 의원은 20일 열린 제363회 임시회 제1차 본회의 5분 발언에서 “행정통합이 단순한 행정 구역 조정이 아니라 국가 균형발전의 중대 전환점이 될 사안인 만큼, 도민이 체감할 실질적 이익이 담보되지 않은 통합은 책임 회피에 불과하다”고 지적했다.
이 의원은 지난해 11월 충남도와 대전시의 통합 공동선언 이후 마련된 257개 특례조항이 통합의 근간이라고 강조했다.
그는 “재정이양과 국가사무 권한이양 등 핵심 특례가 법적으로 보장되지 않은 채 추진된다면 행정통합의 의미가 퇴색될 것”이라며, “현재 정부가 내놓은 인센티브 방안에는 법인세·양도세·부가가치세 등 조세권 보장 논의가 빠져 있어 실질적 대안이 되기 어렵다”고 꼬집었다.
이어 “한시적 재정 지원만으로는 지속 가능한 통합체계를 만들 수 없다”며 “통합의 추진 주체인 양 시·도가 합의한 특례조항 전항이 법에 명문화되어야 한다”고 강조했다.
이 의원은 행정통합의 구조적 설계에 대해서도 구체적인 방향을 제시했다.
그는 “통합 이후 각 지역이 어떤 역할을 맡을지에 대한 청사진이 있어야 한다”며 천안·아산은 산업·경제의 컨트롤타워, 내포는 자치와 균형발전의 중심, 서해안권은 해양·에너지·항만의 거점, 중남부권은 역사·문화·국방행정의 축으로 정립해야 한다고 제안했다.
또한 행정통합 과정에서 257개 특례의 법적 보장, 충분한 공론화와 도민 참여, 지역 특성을 반영한 역할 분담 등 3대 추진 원칙이 지켜져야 한다고 밝혔다.
이 의원은 “도민의 실익보다 정치적 성과를 우선한 통합은 지역 격차를 더 키우고, 지역소멸을 앞당길 수 있다”며 “행정통합은 220만 충남도민의 생활에 어떤 변화를 줄지에 대한 명확한 답변이 먼저 나와야 한다”고 거듭 강조했다.
