홍순식 충남대학교 겸임부교수가 2일 오후 세종시청 브리핑룸에서 기자회견을 열고 오는 6월 3일 치러지는 제9회 전국동시지방선거에서 세종시장 출마를 공식 선언했다.
홍 교수는 고(故) 이해찬 전 국무총리의 마지막 국회의원 시절 보좌관으로 활동했던 인연을 언급하며, “국가균형발전의 비전을 품었던 이해찬 전 총리의 뜻을 이어받아 위기의 세종을 다시 세우겠다”고 각오를 밝혔다.
그는 현 세종시의 상황을 “재정 불안과 도시 기능 저하가 맞물린 구조적 위기”라고 진단하며, “복지예산 고갈과 필수사업 축소가 우려되는 ‘셧다운 세종’을 막아내겠다”고 강조했다.
홍 교수는 자신을 “정책통을 넘어선 세종통”으로 소개하며 지난 공직 경험을 통해 쌓아온 실무 역량을 내세웠다. 그는 국회 보좌관 재직 시절 국회세종의사당 건립 추진 실무 설계, 국립세종수목원 및 세종충남대병원 개장 지원, 행정중심복합도시건설청·세종시·국책연구기관 협업 조정, 경찰청 예산 확보 등을 통해 세종의 주요 현안을 해결해왔다고 설명했다.
이날 홍 교수는 세종 재도약을 위한 3대 핵심 비전으로 ‘완전한 행정수도 실현’ ,‘머물고 싶은 매력도시 조성’ ,‘인재 중심 교육도시 구축’을 제시했다.
우선 그는 국회세종의사당과 세종지방법원 조기 완공을 추진하고, 대법원·헌법재판소·법무부 등 중앙행정기관의 이전을 통해 행정수도로서의 기능을 완성하겠다는 구상을 밝혔다. 이와 함께 조치원과 신도시의 균형발전 전략도 병행하겠다고 했다.
두 번째로는 생활과 상업이 조화를 이루는 매력도시 비전을 제시했다. CTX 세종선 5개 정차역 설치, 공공기관 이전 및 상가 리모델링 확대, 나성동 컨벤션센터(세종 코엑스) 조성, 중앙공원 2단계 사업과 연계한 국립중부생물자원관 유치를 추진하겠다고 밝혔다.
마지막으로 그는 교육과 연구 인프라를 연결한 인재도시 구상도 내놓았다. 공동캠퍼스 내 ‘한국형 그랑제꼴’ 설립, 국책연구기관 추가 이전, 특성화고·명문고 신설, 충남대·충북대 로스쿨 유치를 통한 법조 및 교육 클러스터 조성 등을 제안했다.
홍순식 교수는 “세종은 입법과 예산이 도시의 성패를 결정짓는 곳”이라며 “현장을 아는 실무형 시장으로서 위기를 돌파하고 세종의 미래를 다시 설계하겠다”고 말하고 “사진 찍는 정치가 아닌, 결과로 보여주는 정치로 세종의 멈춘 시계를 다시 움직이겠다”며 “세종 발전, 반드시 해내겠다”는 말로 출마 선언을 마무리했다.
