김찬술 대덕구청장 출마예정자가 2일 오전 대덕구 중리동 사무실에서 ‘대전산업단지 의견수렴 간담회’를 열고, 산업단지와 공구상가 관계자, 주민 등과 함께 현장 중심의 정책 개선 방안을 논의했다.
이날 간담회에는 대전산단 입주기업인과 공구상가 관계자 등 10여 명이 참석해 산업단지 내 노후 환경, 불법주정차, 주차난, 업종 제한 등의 문제를 제기했다. 참가자들은 “산단의 노후화가 기업 경쟁력과 지역 이미지 모두에 부정적 영향을 미치고 있다”며 “환경 정비와 관리체계를 새로 짜야 한다”고 입을 모았다.
특히 쓰레기와 폐기물 방치 문제에 대한 지적이 가장 많았다. 참석자들은 “청소 인력과 예산이 현실을 따라가지 못해 관리 사각지대가 발생하고 있다”며 “산단 규모에 맞는 관리체계를 마련해야 한다”고 건의했다.
또한 밤샘 주차와 불법 주정차 문제 역시 주요 현안으로 꼽혔다. 단속 이후에도 차량이 재진입하는 사례가 잦고, 일부 차량에서 발생하는 쓰레기와 정비 흔적이 미관과 안전을 저해하고 있다는 것이다. 이에 대해 참석자들은 “단속 강화만이 아니라, 대체 주차공간을 확보하는 구조적 해법이 필요하다”고 건의했다.
입주 업종 제한과 관련된 제도 문제도 언급됐다. 일부 참석자들은 “현행 업종 코드가 지나치게 포괄적이어서 기업의 전환·확장이 어렵고, 공실이 생겨도 신규 입주가 불가능한 경우가 있다”며 “비현실적 업종 제한은 재검토돼야 한다”고 지적했다.
공구상가 관계자들은 또 다른 문제로 ‘대규모점포’ 분류의 불합리성을 꼽았다. 개별 점포의 집합 형태임에도 대규모점포로 분류되면서 전통시장이나 소상공인 지원사업 대상에서 제외되는 불이익이 발생하고 있다는 설명이다.
간담회에서는 이 밖에도 공구상가 도로 혼잡과 노후 포장으로 인한 안전 문제, 화장실 개보수 및 개방화장실 지정 필요성, 노후 슬레이트 건물 개선, 옥상 태양광 설치 시 동의요건 완화 등 다양한 의견이 토론됐다.
김찬술 출마 예정자는 “산단과 공구상가의 어려움은 단순한 시설 문제가 아니라 일터와 지역경제의 문제”라며 “오늘 들은 현장의 목소리를 정책으로 구체화하겠다”고 밝혔다.
