대전시의회 복지환경위원회 이재경 의원(국민의힘, 서구3)이 오는 3월 시행을 앞둔 '의료·요양 등 지역돌봄의 통합지원에 관한 법률'의 현장 안착을 위해 의료계와 머리를 맞댔다.
이 의원은 5일 시의회 3층 소통실에서 열린 「돌봄통합지원 추진을 위한 의료계 협력방안 모색 정책간담회」의 좌장을 맡아, 돌봄통합지원 제도의 안정적 정착과 의료 전문성 확보를 위한 협력 방안을 주도적으로 논의했다.
이날 간담회에는 대전시의사회 임정혁 회장을 비롯한 지역 의료계 관계자, 대전시 복지·의료정책 담당 공무원 등 20여 명이 참석해 의료와 돌봄 서비스의 연계 장애 요소와 개선 과제를 공유했다.
주제 발표에서는 ‘방문진료 의료기관의 역할’이 핵심 과제로 꼽혔다. 참석자들은 방문진료가 환자의 건강 악화를 예방하고 불필요한 입원이나 장기입원을 줄이는 등 의료·돌봄 통합체계의 실질적 기반임을 강조했다.

토론에서는 방문진료 참여 확대를 위한 제도 개선, 수가 체계 현실화, 인력 기준 완화 등 구체적 방안이 제시됐다.
이재경 의원은 “돌봄통합지원이 행정 중심의 복지 정책에 머물면 그 효과가 제한적일 수 있다”며, “의료서비스가 돌봄체계 안으로 유기적으로 연결돼야 진정한 통합이 이뤄진다”고 강조했다.
그는 또 “퇴원환자 연계, 방문진료, 재택의료 서비스 등 현장의 실질적 모델이 제도에 반영돼야 한다”며, “이번 논의를 토대로 대전형 통합돌봄 모델이 안착할 수 있는 지속 가능한 협력체계를 마련하겠다”고 밝혔다.
이 의원은 앞서도 노인복지, 지역의료 연계 강화를 위한 토론회를 꾸준히 주도해온 바 있으며, 이번 간담회 역시 “통합돌봄법 시행 이후 대전시가 지역 돌봄체계 구축의 선도 도시로 자리잡기 위한 발판”이라는 평가를 받았다.

She added, "Practical models from the field, such as linking discharged patients, home visits, and home healthcare services, must be reflected in the system."
