정부가 추진 중인 광역 단위 통합특별법 논의가 속도를 내는 가운데, 대전과 광주 자치구청장들이 “자치구의 권한 보장 없이는 통합의 성공도 없다”며 공동 대응에 나섰다.
8일 오전 광주 동구청에서 개최된 ‘자치분권 강화를 위한 행정통합 간담회’에서 대전 정용래 유성구청장·김제선 중구청장과 광주의 5개 자치구청장이 참석해 공동건의문을 만장일치로 채택했다.
이들은 통합특별법 제정 과정에서 자치권 보장을 법률에 명문화할 것을 정부와 국회에 강력히 촉구했다.
공동건의문에서 구청장들은 “자치구는 법적으로 시·군과 동일한 지방자치단체이지만 현실적으로 사무와 재정 권한에서 큰 차이를 보인다”며 “이 불균형을 해소하지 않은 통합은 기초정부의 위상 약화로 이어질 수 있다”고 지적했다.
이에 따라 자치구들이 제시한 핵심 요구사항은 보통교부세의 자치구 직접 교부제 도입으로 재정 자립성 확보, 자치구 고유 자치권의 법적 보장을 통한 권한 불균형 해소, 도시계획 및 지구단위계획 권한 부여로 실질적 지역 자치 실현 등 세 가지다.
참석자들은 “통합의 전제는 자치의 균형”이라며, “기초정부의 권한이 바로 서야 통합의 가치가 완성된다”고 강조했다.
이날 간담회에 함께한 신정훈 국회 행정안전위원장은 지방분권 강화의 필요성에 공감하며 “현장의 의견이 입법 과정에서 충분히 반영될 수 있도록 노력하겠다”고 밝혔다.
구청장들은 “지방소멸 위기 앞에서 행정통합은 피할 수 없는 변화지만, 주민생활과 밀접한 기초단위의 행정 역량이 보장되지 않으면 통합은 형식에 그칠 것”이라고 입장을 모았다. 이어 “이번 건의는 단순한 요청이 아니라 균형발전을 위한 절박한 제안”이라고 거듭 강조했다.
