대구시교육청은 12일 ‘2026 대구 특수교육 운영 계획’을 발표하고, 현장 실행력 제고와 교원 전문성 강화를 목표로 맞춤형 지원 정책을 본격 추진한다고 밝혔다.
이날 특수학교와 일반학교 교원 등 400여 명을 대상으로 한 연수도 함께 열렸다.
이번 계획은 중증장애학생을 위한 맞춤 지원 확대와, 문제 행동에 대한 사후 대응이 아닌 예방 중심의 긍정적 행동지원 체계 구축에 방점을 뒀다. 교육청은 이를 위해 정책을 신규, 개선, 강화 사업으로 세분화해 현장 적용성을 높였다는 설명이다.
신규 사업으로 특수학교형 특수학급 운영과 더불어, 행동중재 전문가 교원 300명 양성에 나선다. 체계적인 연수를 통해 교원이 행동중재 전문성을 갖추고, 학교 내 문제 행동을 조기에 진단하고 지원할 방침이다.
기존 사업도 손질한다. 수준별 맞춤 특수학급 운영을 확대하고, 학생 중심 통합교육 모델을 더욱 정교하게 마련할 계획이다. 특수교육 지원인력 연수 체계도 현장 요구에 맞게 개선한다.
또한, 강화 사업으로 개별화교육계획(IEP) 수립 및 실행의 실효성을 높이기 위해 ‘IEP 10대 원칙’을 마련한다. 이와 함께 학부모 참여 확대를 위한 ‘온맘 리더’ 부모교육도 지속적으로 이어갈 예정이다.
강은희 대구시교육감은 “2026 대구 특수교육 운영 계획은 학교가 어떤 지원을 받고, 학생이 어떻게 성장할 수 있는지에 초점을 맞춰 설계됐다”며 “교사의 전문성과 현장 실행력을 높여 모든 학생이 존중받는 교육 환경을 만들겠다”고 강조했다.
