【충북 브레이크뉴스】임창용 기자=충주시는 시 경계에 위치한 노후 교량 2개소(세포교·황산교)에 대해 선제적으로 정밀안전점검을 실시하고, 점검 결과에 따른 긴급보수공사를 추진한다고 26일 밝혔다.
해당 교량은 충주시와 원주시의 행정구역 경계에 위치해 자칫 관리 주체가 모호해질수 있는 시설물 이었다.
그러나 양 시는 ‘행정 경계가 안전 관리의 경계가 되어서는 안 된다’는 공감대 아래 책임을 서로 떠넘기지 않고 협의에 착수했다.
충주시는 시민 안전을 최우선 가치로 두고 지난해 7월부터 정밀안전점검 용역을 선제적으로 추진했다.
점검 결과, 교량 바닥판 하면에서 파손과 철근 노출 등 중대한 결함이 확인됐으며, 이는 구조물의 내구성 저하와 안전사고 위험으로 이어질 가능성이 있는 것으로 분석됐다.
이에 따라 신속한 보수 대책 마련이 필요하다는 데 양 시가 뜻을 모았고, 공동 대응을 결정했다.
2026년 당초예산에 각각 1억 2천만 원씩 총 2억 4천만 원을 편성해 사업비를 확보했으며, 2026년 3월 착공해 6월 준공을 목표로 공사를 추진할 계획이다.
이번 사례는 행정 경계에 위치한 시설물이라 하더라도 시민의 생명과 안전과 직결되는 사안에 대해서는 공동 책임의 원칙으로 대응해야 한다는 점을 보여준다.
