전북특별법 2차 개정안이 31일 국회 본회의를 통과해 실질적인 자치분권과 지역 특화 발전을 공고하게 다질 수 있는 법적 토대가 마련됐다.
국회는 31일 오후 3시 본회의를 열어 '전북특별법 2차 일부개정안'을 의결했다.
개정안은 일부 즉시 시행 규정을 제외하고 공포 후 6개월이 경과한 날부터 시행될 예정이다.
전북특별자치도는 이번 일부개정을 통해 ▲ 지방의료원 기부금품 모집 허용 ▲ 생활 인구 등록 시범 사업 ▲ 청년 농업인 지원 등 전국 최초 특례를 담아 전북형 선도모델 구축의 제도적 기반을 마련했다.
특히 ▲ 스마트농업 지원 ▲ 사용후 배터리 활성화 ▲ 자원순환 실증단지 조성 등 전북의 역점 역점사업에 대한 국비 지원 근거가 확보돼 주요 사업의 안정적 추진 및 재정 기반이 강화했다.
또 ▲ 벽지 노선 교통 지원 ▲ 의료인의 의료기관 비전속 진료 허용 등 생활밀착형 특례가 반영돼 교통ㆍ의료 분야의 공공서비스 개선을 뒷받침하는 등 도민이 일상에서 체감할 수 있는 삶의 질 향상에도 기여할 것으로 기대된다.
