[브레이크뉴스=배종태 기자] 부산시는 고유가 장기화로 인한 지역경제 충격을 최소화하고 서민 부담을 덜기 위해 5508억 원 규모의 제2회 추가경정예산안을 편성했다고 15일 밝혔다. 이번 예산안은 지난 10일 시의회에 제출됐으며, 본예산 18조 2124억 원 대비 3.0퍼센트 증가한 18조 7632억 원 규모다.
박형준 부산시장은 “이번 추경안은 국가 지원이 미치지 못하는 사각지대를 직접 발굴해 지원하고, 기업이 필요로 하는 맞춤형 대책을 담은 것”이라며 “소중한 재원이 적기에 투입돼 고유가 피해 회복에 실질적인 도움이 되도록 신속히 집행하겠다”고 말했다.
민생 안정 및 지역경제 활력 회복에 4853억 원 투입
시는 민생 회복과 지역경제 활력 제고를 핵심 과제로 삼고 총 4853억 원을 배정했다.
우선 경유 가격 상승으로 인한 운송업계 부담 완화를 위해 화물자동차와 마을버스 업계에 차량당 최대 30만 원의 안전운행물품 구매비를 지원한다. 연안어선에는 유류비 인상분 일부를 보조해 어업인의 조업 안정성을 확보하고, 농기계 보유 농가에는 면세유 가격 상승분을 반영한 유가연동보조금을 지급해 농가 경영 부담을 줄인다.
서민의 생활비 부담 완화와 소비 촉진을 위한 대책도 담겼다. 착한가격업소 이용 시민에게는 동백전 결제금액의 5퍼센트를 추가 캐시백으로 돌려주고, 산업단지 근로자의 출퇴근 불편 해소를 위해 산업단지 통근버스를 기존 57대에서 64대로 7대 늘려 운행한다.
대중교통 이용 활성화를 위해 K-패스 환급률을 기존 30퍼센트에서 최대 83퍼센트까지 한시적으로 상향 지원하며, 소득 하위 70퍼센트 시민을 대상으로 15만 원에서 최대 60만 원까지 차등 지원하는 ‘고유가 피해지원금 사업’의 시비 매칭분 705억 원도 반영됐다.
기업 맞춤형 지원으로 산업 경쟁력 강화
시는 업종별 수요에 맞춘 맞춤형 지원을 통해 기업의 회복력과 경쟁력 강화를 뒷받침한다. 중소기업 경영안정자금 5000억 원을 추가 확대하고, 만기가 도래한 776개 기업의 상환 기간을 6개월 연장해 이차보전을 추가 지원한다.
중소기업 수출 애로 해소를 위한 바우처 지원 한도는 300만 원에서 500만 원으로, 신발산업의 해외 물류비 지원 한도는 200만 원에서 500만 원으로 상향한다. 섬유패션 산업은 산업단지 내 공동 비축창고를 구축해 원부자재 공급망 불안을 최소화하고, 기계부품업체에는 원자재 공동구매 및 수출입 물류비 지원을 확대한다.
또한 지역 수산식품 기업의 수출 경쟁력 강화를 위해 포장재 구매비의 30퍼센트를 업체당 최대 1000만 원 한도로 보조한다.
시 관계자는 “고유가로 인한 원자재·물류비 부담이 중소기업 경쟁력 약화로 이어지지 않도록 업종별 세밀한 지원체계를 마련했다”며 “기업의 자금난 해소와 산업 활력을 적극 뒷받침하겠다”고 밝혔다.
공익분야에도 필수 재정지원 500억 원 배정
공공부문 운영 안정화를 위한 필수경비에도 500억 원이 투입된다. 시는 부산교통공사에 122억 원, 부산의료원에 78억 원의 재정지원을 편성해 대중교통 및 공공의료 기능의 안정적 수행을 도모한다. 아울러 기초자치단체 재정 보강을 위한 자치구 조정교부금 300억 원도 함께 확보했다.
박형준 시장은 “이번 긴급추경은 일시적인 경기 대응이 아니라, 지역경제의 회복력과 체질을 강화하기 위한 전략적 투자”라며 “위기를 기회로 전환할 수 있도록 모든 행정력을 집중하겠다”고 강조했다.

Busan City announced on April 15 that it has drawn up a supplementary budget worth 550.8 billion won to cushion the impact of prolonged high oil prices and ease the financial burden on local residents and small businesses. The budget proposal, submitted to the city council on April 10, raises the total 2026 fiscal budget to 18.76 trillion won — a 3 percent increase from the previously approved 18.21 trillion won.
Mayor Park Heong-joon said the extra budget focuses on closing support gaps and providing customized assistance to help communities and industries cope with the oil price surge. “This supplementary budget identifies blind spots that national aid fails to reach and includes targeted measures that local businesses truly need,” Park said. “We will ensure swift execution so that the funds deliver tangible relief.”
### 485.3 Billion Won for Living Stability and Economic Recovery
The city allocated 485.3 billion won to protect livelihoods and revitalize the local economy. Owners of cargo trucks and village buses highly dependent on diesel will receive up to 300,000 won per vehicle for engine oil and other maintenance items. Offshore fishing vessels not covered by central government aid will get partial subsidies for rising fuel costs, while farmers operating agricultural machinery will receive fuel subsidies linked to oil price fluctuations.
To ease the cost-of-living burden, citizens using businesses designated as “Good Price Stores” will get a 5 percent cashback through the city’s local currency, Dongbaekjeon. The city will also expand commuter bus operations in industrial complexes from 57 to 64 vehicles. In addition, the K-Pass refund rate for public transportation users will be temporarily raised from 30 percent to as high as 83 percent.
Busan will also contribute 70.5 billion won in city funding to the national “High Oil Price Relief Program,” which provides between 150,000 and 600,000 won to citizens in the lower 70 percent income bracket.
### Tailored Support for Businesses
To help small and medium-sized enterprises (SMEs) stay afloat, the city will expand its loan program by 500 billion won and extend repayment deadlines by six months for 776 firms nearing maturity. It will also offer additional interest subsidies for these loans.
The export voucher limit for SMEs will increase from 3 million to 5 million won, while the subsidy cap for overseas logistics costs in the footwear industry will rise from 2 million to 5 million won. In response to supply chain risks, Busan will construct shared storage facilities for textile and fashion raw materials within industrial complexes and expand joint purchasing and logistics cost support for machinery parts producers. Seafood processing companies will receive up to 10 million won per firm, covering 30 percent of packaging material costs, to reduce export expenses and boost global competitiveness.
A city official explained, “These measures are designed to ease financial stress on businesses caused by soaring raw material and logistics costs and strengthen their ability to respond to global market fluctuations.”

Another 50 billion won will go toward essential public sector funding. The Busan Transportation Corporation will receive 12.2 billion won, and the Busan Medical Center will be provided with 7.8 billion won to improve management stability and sustain public services. Additionally, 30 billion won will be allocated to local district governments to reinforce their financial soundness.
Mayor Park added, “This emergency budget is more than just an economic response — it represents a commitment to turn crisis into opportunity and rebuild resilience across our local economy.”
