울진군의회, 제254회 정례회 폐회

울진군의회(의장 장선용)는 지난 17일 26일간의 일정으로 개최한 제254회 제2차 정례회를 폐회했다고 20일 밝혔다.

이번 정례회에서 2022년도 일반회계 4,710억원, 기타특별회계 525.4억원, 지방공기업상수도특별회계 126.2억원 등 총 5,361억원의 예산을 심의·의결하였으며, 95.5억원 삭감했다.

특히 이번 회기에서는 2022. 1. 13.일자 울진군의회 인사권 독립과 관련한 조례·규칙 제·개정과 집행부에서 발의한 조례 및 동의안 등 총43건을 심의·의결했다.

장시원 의원은 17일 전찬걸 군수를 상대로 일문일답 형식으로 스마트 축산ICT시범단지 조성사업 및 울진군 국립공원 추진에 대한 전반적인 내용을 질문했다.

질문자로 나선 장시원 의원은 스마트축산 ICT 시범단지 추진에 있어 전략환경영향평가에서 주변지역 200m이내 민가 거주 확인 및 주민대상 성명회 개최, 반대추진위원회와 충분한 소통이 부족했음을 질의하였고, 또한 국립공원지정 추진에 대하여는 생태경관보전지역의 유지의 필요성 및 지정구역내 주민들의 의견도 충분히 수렴하여 추진해야 한다고 말했다

이에 전찬걸 군수는 스마트축산 ICT시범단지 추진은 민간주도형 사업이며, 현재 찬성과 반대의 의견이 뚜렷이 나뉘어져 있는 상태로 전략환경영향평가 결과를 고려하는 등 통합추진위원회에서 충분한 토론과 의견을 수렴하는 과정을 통해 추진해 가겠다고 하였으며, 국립공원 지정추진은 울진의 백년대계를 위한 발전적 관점에서 추진해야 한다고 말했다.

장선용 울진군의회 의장은 “이번 정례회는 제8대 의회의 마지막 정례회로서 매우 중요한 회기였다고 생각하며, 집행부에 대하여 견제와 소통으로 의회를 잘 일끌어 준 동료의원들에게 감사드리고, 의정 추진에 부족한 부분이 있었다면 좀 더 노력하는 의회가 될 것이며, 단계적 일상회복의 코로나 위기 극복을 위하여 군민들과 함께 노력해 가겠다”고 말했다.
