경북도의회 문화환경위원회 이동업 의원(포항6.국민의힘)이 경상북도 환경교육 진흥 조례 일부개정조례안을 대표발의 했다.
이번 조례안은 도내 환경교육의 활성화 및 실효성 제고 방안을 담은 것으로 시·군 기초환경교육센터 지정 및 지원과 공무원 환경교육에 대한 제도적 근거 마련을 위해 발의 되었다.

이동업 의원은 조례안에 경상북도 공무원에 대한 환경교육 실시와 시·군 기초환경교육센터 지정 및 지원 등의 사항을 규정하고, 「환경교육진흥법」의 전부개정(2022.1.6.시행)에 따라 조례의 제명과 조문을 재정비했다고 밝혔다.
특히, 도민에 대한 환경교육이 효율적으로 이루어질 수 있도록 도지사가 시·군에 기초환경교육센터를 지정 및 지원하는데 노력하도록 하고, 경상북도 공무원의 환경보전 인식 고취를 위해 매년 환경교육을 실시할 수 있도록 규정한 것이 개정안의 핵심 내용이다.
현재 경북도내 설립된 환경교육센터는 광역환경교육센터인 경상북도환경연수원 단 한 곳에 불과하여, 도민에 대한 환경교육이 효율적으로 이루어지는데 한계가 있다.
이에 이동업 의원은 “재앙적 환경문제의 개선과 지속가능한 발전을 위해서는 전 세대에 이르는 환경교육이 필히 뒷받침되어야 한다”고 강조했다.
그러면서 “환경교육 활성화를 위한 다양한 방안과 지원책 마련 등을 위해 「환경교육진흥법」이 전부개정되어 시행중에 있다.”면서 “도 차원에서도 조례의 개정을 통해 시·군 기초환경교육센터 지정 및 지원과 공무원 환경교육에 대한 제도적 근거를 마련함으로써 도민과 공무원에 대한 환경교육이 한층 더 강화되고 효율적으로 이루어질 것으로 기대된다”고 밝혔다.
