김용판 의원, "승진 직전 순직한 경찰, 소방 공무원 승진 인정해야"

김 의원이 발의한 이번 개정안은 승진예정자가 승진임용 전에 순직한 경우, 순직 전날을 승진 예정 계급으로 승진한 것으로 보고 진급 예정 계급을 기준으로 순직에 따른 승진 및 보상이 이뤄질 수 있도록 하는 내용을 담고 있다.

현행법상 경찰·소방공무원은 타 직군과 비교해 생명과 신체에 대한 높은 위험직무를 수행하지만, 계급은 10단계 구조로 되어 있어 9단계인 일반 공무원과 비교해 인사 적체가 심각한 상황이다.

이로 인해 승진심사를 통과했더라도 상당 기간이 지나야 승인임용이 이뤄지는 경우가 많고, 수개월 또는 며칠 뒤 승진이 예정됐더라도 승진임용되기 전 순직하면 순직 당시의 계급 기준으로 특별승진 및 보상이 이뤄지고 있다.

이에 김용판 의원은 “국가와 국민을 위해 헌신하다 순직한 경찰·소방공무원에 대한 최소한의 국가적 예우를 다하는 것”이라며 “앞으로도 현실을 반영하지 못한 다소 미흡한 법과 제도 정비를 위해 힘쓸 것”이라고 밝혔다.
