“역경과 고난을 뚫고 전진해온 창사 48년 • 공사 22년의 EBS 역사 앞에, 저는 숙연하고도 두려운 마음으로 이 자리에 섰습니다. 최초의 EBS 출신 사장으로서 막중한 사명감이 비교할 수 없는 무게로 다가옵니다.
저는 최근 한국교육방송공사 20년의 역사를 정리하면서 기적과도 같은 성장의 기록들을 발견하고 다시한번 무한한 자부심을 갖게 되었습니다. EBS가 KBS로부터 독립한 다음 해인 1991년, EBS의 1년 재정은 177억 원에 불과했습니다. 그런데 2021년에는 3,475억 원으로 불과 30년 사이에 EBS의 재정이 20배 가까이 성장한 것입니다. 공적 재원의 비중이 비록 30%에도 미치지 못하는 상황임에도 불구하고 기적의 성장을 이룩해온 것입니다. 지난 30년 간 임직원 여러 분들의 열정과 헌신이 없었더라면 오늘날 EBS의 영광은 불가능했을 것입니다. 이 자리를 빌어 다시한번 EBS 역사를 만들어 오신 모든 분들께 경의를 표하며, 저 역시 그 일원이었다는 점에서 무한한 자부심을 느낍니다.

이미 오래전부터 방송 • 미디어 분야에는 그 이전에 경험하지 못한 강력한 위기의 파도가 몰아치고 있습니다. EBS 뿐만 아니라 지상파TV, 케이블 방송, IPTV를 막론하고 국내 방송업계 모두가 생사의 기로에 놓여있습니다. 넷플릭스, 유튜브 등 해외 미디어의 공세는 한말(韓末) 서세동점(西勢東漸)의 파고를 연상케 합니다. 누구나 이런 예측을 했지만 누구도 제대로 대응하지 못하고 있습니다.
그래서 저는 이러한 위기를 해결하는 방안으로 이미 사장 후보 지원서에서 선견(先見), 선각(先覺), 선행(先行) 등 3선(先)의 경영을 주창했습니다. 약자일수록 먼저 발견하고 먼저 통찰하고 먼저 실행해야 살아남을 수 있습니다. <발견자>를 쓴 미국의 원로 사학자 대니얼 부어스틴은 “발견자가 될 수 있는 기술, 지성 그리고 국가 자원을 충분히 가지고 있으면서도 중국인들은 숙명적으로 스스로 외부로부터 발견되는 처지가 되었다.” 라고 말합니다. 발견되는 처지에 놓이면 19세기 조선과 중국의 운명처럼 기구해질 수 있습니다. 자원이 많다고 발견자가 되는 것도 아닙니다. 간절한 꿈을 기획하면 선견자, 선각자, 선행자가 될 수 있다고 믿습니다.
