희망브리지 전국재해구호협회(회장 송필호)가 21일 인천 연수구 인천대학교에서 ‘대규모 재난 상황에서의 현장중심 회복력 강화방안’을 주제로 학술대회를 개최했다. 이번 학술대회는 희망브리지와 인천대 인천학연구원 인문사회연구소지원사업단(원장 조봉래), 충북대학교 국가위기관리연구소(소장 이재은), 국가위기관리학회(회장 맹승진)이 공동개최했다.
자연재난과 사회재난, 복합재난에 따른 피해가 대규모화, 복잡화, 다양화하는 상황에서 대규모 재난이 발생했을 때 효과적으로 대응하기 위한 전문성 향상 방안과 재난안전 정책의 개선방안을 논의하기 위해 마련됐다.
희망브리지 재난안전연구소 라정일 부소장이 ‘재난 레질리언스(회복탄력성)를 위한 시민사회형 재난구호 체계 개선’을 주제로 발표했고, 아주대학교 김서용 교수와 세한대학교 이주호 교수도 각각 ‘재해구호 대응 거버넌스 재구축 방안’과 ‘재난대응역량 강화를 위한 재난관리자원 운용 효율화 방안’을 이야기했다.
이어 ‘감염병의 범유행, 정책과 대비’를 주제로 국제 세션이 진행됐고, 한국의 재난안전관리 미래방향을 주제로 한 참석자들의 토론도 이뤄졌다.
희망브리지 김정희 사무총장은 “재난은 과거보다 더욱 자주 일어나고 그 피해가 예상을 넘어서고 있다”며 “이번 학술대회는 대규모 재난이 발생할 대 국민의 안전을 보장하고 사회 혼란을 최소화할 수 있는 실효성 있는 재난안전 정책 대안을 모색했다는 점에서 의미가 깊다”고 말했다.
재난 구호모금 전문기관인 희망브리지 전국재해구호협회는 1961년 전국의 신문사와 방송사, 사회단체가 힘을 모아 설립한 순수 민간단체이자 국내 자연재해 피해 구호금을 지원할 수 있는 유일한 법정 구호단체다.
