브레이크뉴스 최애리 기자= 러시아 국영 에너지기업 가즈프롬은 유럽 지역에 천연가스 공급을 보장할 수 없다고 밝혀, 유럽 산업 전반이 위기에 직면했다.
로이터통신 18일(현지시간) 보도에 따르면 가즈프롬은 지난 14일 유럽 고객사 최소 3곳에 보낸 서한에서 '불가항력 선언'을 하며 가스 공급계약을 이행하지 못한다고 통보했다.
불가항력 선언이란 기상 이변이나 재난, 전쟁 등 통제할 수 없는 상황이 발생했을 때 계약 이행 의무를 면할 수 있는 조치를 뜻한다.
가즈프롬은 서한에서 반드시 가스 배송을 중단하겠다는 의미는 아니라고 강조하면서 계약조건을 충족하지 못할 경우 책임을 지지 않는다는 의미라고 설명했다.
가즈프롬이 서한을 보낸 고객사는 가스 파이프라인 '노르트 스트림1'을 통해 가스를 운송받는 회사들로 보인다. 노르트스트림1은 정기수리 및 점검을 이유로 이달 11일부터 완전히 중단됐다.
하지만 유럽에선 가즈프롬이 약 열흘간 일정으로 시작된 파이프라인 보수작업이 종료된 이후에도 가스공급을 재개하지 않을 가능성을 시사한 것으로 간주하며 이번 사태에 촉각을 기울이고 있다.
유럽 지역의 러시아산 천연가스 의존도는 상당히 높다. 만약 가스공급이 끊긴다면 석유화학, 철강, 세라믹 및 플라스틱을 포함한 산업 전반에 걸쳐 공급망이 붕괴될 수 밖에 없다.
한편 독일 가스수입업체인 우니퍼는 가스프롬으로부터 서한을 받았다고 밝히면서 가즈프롬의 요구가 부당하기에 정식으로 거부했다고 전했다. 또한 독일의 REW도 서한을 받았다고 밝혔으나, 법적인 문제 등으로 인해 공식 입장은 내놓지 않겠다는 입장을 보였다.
