먼저 CNN은 30일(현지시간) 코로나19 사태로 인한 야외 마스크 착용 해제 이후 첫 할로윈 행사임을 강조하며 많은 인파가 몰릴 것을 충분히 예상할 수 있었음에도 당국이 충분히 대비하지 않았다고 지적했다.
