육군사관학교(이하 육사) 충남 이전을 강력히 추진하고 있는 충남도가 15일 국회도서관 강당에서 ‘육사 충남 이전·유치를 위한 정책토론회’를 개최하고 육사의 충남이전에 대한 당위성을 설파했다.
이번 토론회는 육사 충남 이전 추진 방안과 로드맵 논의를 위해 열렸다.
이번 토론회는 김태흠 지사와 범도민추진위원회, 지역 국회의원, 관계 공무원 등 300여 명이 참석했으며 기조발제와 종합토론 등의 순으로 진행됐다.
먼저 기조 발제에 나선 건양대학교 이세영 군사학과 교수는 ‘국방인재 육성 새로운 100년을 여는 길, 육사 이전이 답이다’를 주제를 가지고 기조연설을 했다.
기조 발제를 한 이 교수는 육사 충남(논산) 이전 15대 당위성으로 대통령 공약 ,국가 균형발전 ,전시 교육기능 유지 ,국방분야 융합적 교육 여건 최적지 ,통합·연합작전 능력 배양 최적지 ,미래형 장교 양성 교육 여건 획기적 개선 ,대도시 지역 회피 등을 제시하고, 호국·통일 대비 상징성 ,사통팔달 최상의 접근성 ,최상의 현장학습 여건 ,위탁교육 최적지 ,수려한 자연경관 및 풍부한 녹지 자원 ,친군 정서 ,국방 관련 기관 성공 유치 경험 ,충남도의 국방 특성화 비전 등을 꼽았다.
특히 육사 유치 성공 전략으로 정주여건 마련 ,국방혁신도시 지정 ,국방산업밸리 조성 등을 들었다.
이 교수는 “육사 이전은 단순히 공공기관 이전 차원이 아니다"고 말하고 "대통령 공약대로 육사를 조기 이전해 국가 균형발전은 물론, 4차산업 시대 어떠한 상황에서도 반드시 싸워 이길 수 있는 과학기술강군 육성에 매진할 필요가 있다”고 말했다.
한편 육사 유치에 사활을 걸고 있는 논산시 관계자는 "논산는 지난 수십여년 동안 대한민국 국토수호의 버팀목을 키워낸 지역으로 논산훈련소를 바탕으로 한 국방도시 위상에 걸맞게 육사도 당연히 논산으로 와야 하는것이고, 육사가 논산으로 오면서 비로소 국방수도 논산이 완성이 되는 것"이라며 육사의 논산유치 당위성을 설명했다.
