조합의 경비로 축·부의금을 제공한 현직 조합장이 고발됐다.
세종시선거관리위원회는 제3회 전국동시조합장선거와 관련 조합원에게 축·부의금을 제공한 혐의로 조합장 A씨를 세종경찰청에 고발했다고 13일 밝혔다.
조합장 A씨는 조합장으로 재임 중인 2019년부터 최근까지 조합의 경비로 조합원에게 무통장 입금을 하거나 현금을 직접 제공하는 방법으로 총 2,270만 원의 축·부의금을 제공한 혐의이다.
'공공단체등 위탁선거에 관한 법률'에 따르면 “조합의 경비로 관혼상제의식이나 그 밖의 경조사에 축의·부의금품을 제공하는 경우에는 해당 조합 등의 경비임을 명기하여 해당 조합 등의 명의로 해야 한다.
다만 해당 조합 등의 대표자의 직명 또는 성명을 밝히거나 그가 하는 것으로 추정할 수 있는 방법으로 하는 행위는 기부행위로 본다.”라고 규정하고 있다.
이를 위반하는 경우에는 3년 이하의 징역 또는 3천만 원 이하의 벌금에 처하도록 하고 있다.
선관위 관계자는 "중대 위탁선거범죄인 ‘돈 선거’척결에 모든 단속 역량을 집중하고 불법행위 발생 시에는 그에 상응하는 강력한 조치로 대응할 계획"이라며 적극적인 신고·제보를 당부했다.
