세종자치경찰위원회가 시민밀착형 치안 서비스를 발굴해 추진하는데 힘을 쏟기로 했다.
나승권 세종자치경찰위원장은 10일 세종시청 정음실에서 브리핑을 통해 이같은 내용을 담은 주요 업무계획을 발표했다.
발표한 추진 과제는 ▲지방행정과 치안행정의 연계 ▲주민참여 치안활동 전개▲ 교통불편 시설 정비 등이다
나 위원장은 먼저 지방행정-치안행정 연계위한 실행 계획으로 조치원읍 명리, 전의면 등 노후화된 주택 밀집구역을 대상으로 범죄예방 환경개선사업을 추진해 주민 치안 만족도 향상을 위해 힘써 나가겠다고 밝혔다.
자치경찰위원회는 LED 벽화, 쏠라안심등, 로고젝터 등 셉테드(CPTED) 기법을 적용해 범죄 취약지에 대한 선제적 대응에 들어갔다.
지역경찰 근무환경과 현장 경찰관의 근무여건을 개선해 신속하고 효율적인 112 지역 치안활동을 전개해 나가겠다는 계획도 내놨다.
또, 아산병원을 응급입원 전담병원으로 지정하고 고위험 정신질환자 병상확보 등 관계기관 간 신속한 공조 체계를 구축해 시민의 불안을 해소하도록 하겠다고 했다.
자치경찰위원회는 사회적 약자 보호 및 안전한 학교 환경 조성을 위해 세종형 치안복지 통합 플랫폼을 구축하기로 했다.
범죄피해자가 일상으로 빠르게 복귀할 수 있도록 법률자문·전문상담·생계비 지원 등 실질적인 도움이 되도록 하겠다고 했다.
특히 학교폭력 예방을 위해 가상현실(VR)을 바탕으로 한 학교폭력 예방 실감형 교육콘텐츠 제작 사업도 추진중이다.
최근 사회적 이슈로 대두된 마약, 청소년 비행을 예방하기 위한 대책으로, 청소년 위해환경 점검 캠페인 및 시민이 참여하는 민·관·경 합동순찰을 실시하겠다고 했다.
자치경찰위원회는 주민참여 치안활동 전개를 위해 으뜸마루 구성원이 분과위원회(생활안전, 여성청소년, 교통)에 참여를 통한 지역치안 정책 발굴로 역점 사업이 실효성 있는 정책이 추진되도록 하겠다고 했다.
이어 자치경찰 ‘인사고충담당관제’를 도입해 전보, 승진 시 경찰관이 직접 자신의 활동계획과 애로사항을 피력할 기회를 제공해 공정한 인사 행정이 이루어지도록 하겠다고 했다.
치안활동에 자율방범대·녹색어머니회 등 유관기관 적극 참여를 유도해 정책 발굴과 홍보활동을 전개하겠다고도 했다.
마지막으로 교통불편 시설 정비를 위해 세종시청, 세종경찰청, 도로교통공단 등 전문기관이 참여한 도로·교통환경개선협의체 운영을 통해 불합리한 도로·교통안전시설물은 지속적으로 재정비하기로 했다.
나승권 위원장은 "세종시는 제주, 강원과 함께 ’24년부터 새로운 자치경찰제가 운영되는 지역"이라며 " 이원화 자치경찰제 정부안이 발표되면 범죄예방과 피해자보호에 특화된 경찰을 만들어 지역 치안을 획기적으로 개선하는 ‘세종형 자치경찰 모델’이 될 것"이라고 말했다.
한편, 세종시 자치경찰위원회는 지난 2월 3개 팀 15명으로 구성하고 사무국을 시 소속으로 출범했다.
