장철민 더불어민주당 의원이 대전시가 6일 개최하는 대전사회적경제혁신타운 착공식에 문제를 제기하고 나섰다.
장 의원은 5일 보도자료를 통해 우천으로 인해 연기되어 6일 실시 예정인 대전사회적경제혁신타운 착공식이 취소돼야 한다고 주장했다
장 의원은 대전시가 지난 2022년 3월 28일, 동구 가양동 혁신타운 사업부지에서 당시 대전시장과 대전지역 국회의원, 산업통상자원부 차관 등이 참석한 가운데 기공식을 개최했다고 밝히고, 1년 전 이미 기공식을 진행했음에도 불구하고 기공식을 다시 진행하는 것이라고 지적했다.
장철민 의원은 대전시청으로부터 제출받은 자료를 근거로 지난 2022년 기공식 행사에 총 1150만원이 투입되었다고 강조하고, 이번 행사에는 최소 1200만원 이상 소요될 것으로 예상된다고 말해 같은 행사를 두 번 치르면서 예산을 두 번 사용하는 의혹을 제기하고, 우천으로 취소된 6월 26일 기공식에 1200만원이 이미 소요되었으며, 재진행으로 인한 추가비용이 발생해 행사 비용은 더 늘어날 것으로 보인다고 말해 예산의 중복 사용 우려를 제기했다.
장 의원의 주장에 대해 대전시관계자는 "지난해 기공식을 진행 한것은 사실이나 당시 기공식은 설계변경이 확정되지 않은 상태에서 시행했고, 이후 설계변경이 완료되면서 산업부의 승인절차를 이행 하는 절차가 마무리 되면서 올해 시공사가 선정이 완료돼 실질적인 착공식을 하게된 것으로 착공식을 개최하는 것은 절차적으로 문제가 없다"고 설명했다..
한편 대전사회적경제혁신타운은 2020년 4월, 산업통상자원부 공모에 선정되어 추진한 사업으로 옛 충남보건환경연구원 부지(동구 가양동)에 연면적 10,392㎡, 지하 2층~지상 5층 규모로 2024년 12월 준공될 예정이다.
이 시설에는 사회적경제기업 입주공간과 함께 ,제품연구개발실 ,전시판매장 등의 시설을 갖추고 향후 관내 사회적경제기업을 종합 지원할 계획이다.
