2011년 집중호우 피해 이후 12년 만에 50명에 이르는 사망·실종자 재난이 발생한 극한 호우 상황은 일깨워야 할 내용이 많다. 그중 지난 15일 토요일 오전 8시 45분경 발생한 충청북도 청주시 흥덕구 오송읍 508번 지방도에 위치한 궁평2 지하차도 침수 사고는 14명의 소중한 생명을 앗아갔다.
많은 비가 단시간에 쏟아지는 것을 말하는 극한 호우 상황에서 지하차도 침수 위험은 예전에 여러 차례에 걸쳐 경험한 참담한 사고였다. 이에 전국 지하차도 침수에 대한 감시 상황과 대비 시스템이 철저하게 가동되었다면 신속한 교통 통제와 대비로 충분하게 대응할 수 있었을 까닭에 더욱더 안타까움이 크다.
불과 1년도 채 지나지 않은 지난해 9월 6일 아침 태풍 힌남노가 상륙하면서 포항시에 시간당 100㎜를 웃도는 폭우가 쏟아졌다. 당시 주변 하천이 범람하면서 포항시 남구 소재 아파트(인덕동) 지하 주차장이 급작스레 침수하면서 주민들이 차를 빼내다가 7명의 사망자가 발생하였다.
또한, 지하차도 침수 사고는 2020년 7월 23일 부산에서 시간당 80mm의 폭우가 쏟아져 초량1 지하차도를 지나던 차량 6대가 침수되어 3명이 숨지고 4명이 다쳤다.
이러한 지하주차장과 지하차도 침수 사고를 교훈으로 올해 많은 비를 예고한 기상 상황에 대비한 선제적이고 예방적인 대비책이 완벽하게 가동되지 않았음은 분명하게 짚고 가야 한다.
필자는 지난 14일 금요일 밤 10시 무렵 늘 취미로 듣는 세이클럽 음악 방 (소중한 우리 인연 60대 이상)에 입장하여 음악을 듣고 있었다. 매주 금요일 10시 정규방송을 하는 대화명 CJ (식이)인 이윤식 님 방송이 시작되면서 그는 익숙한 인사와 함께 예전의 방송과 다른 긴 멘트를 이어갔다.

유쾌한 진행으로 많은 인기가 있는 CJ 이윤식 (식이) 님 방송은 많은 사람이 함께 들으면서 폭우에 지하차도 운전 불가를 강조하는 시제이 님의 당부를 가슴에 담았다.
다음날 토요일 아침 9시 무렵이었다. 주요 방송에서 속보로 전하는 오송 지하차도 침수 뉴스를 보면서 지난밤 음악방 CJ 님의 폭우에 지하차도 운전 불가를 강조한 CJ의 멘트가 전율처럼 전신을 타고 흘렀다.
이후 많은 인명 피해가 생겨난 오송 지하차도 침수 사고를 연일 알리는 뉴스를 보면서 많은 것을 생각하게 하였다. 일개 작은 친목 음악 방 CJ도 지하 차도 침수 위험성을 회원들에게 상세하게 알리고 있었다는 점에서 과연 국가와 지자체의 연관 부처에서는 어떠한 대처와 대비가 있었는지 묻고 싶었다.

중국 전국 시대 사상가 한비(韓非)의 저술 한비자 세림(說林) 상편에서 생겨난 고사성어 노마식도(老馬識途)는 늙은 말이 갈 길을 안다는 뜻이다. 이는 경험이 많은 사람이 지혜를 가지고 있음을 말하는 것으로 늙은 말의 지혜라는 뜻인 본문의 노마지지(老馬之智)에서 생겨난 성어이다.
이렇듯 다양한 분야의 60대 이상 사람들이 모이는 음악방의 경륜에서 연일 쏟아지는 심상치 않은 극한 호우 상황을 지켜보며 지하 차도 침수에 대비한 운전의 위험성을 상세하게 알리는 지혜가 드러난 것이다.
필자가 이곳 음악 방을 찾게 된 배경은 여성 CJ 홍학선(석천) 님의 라이브를 어느 날 우연히 듣게 되면서였다. 60대 아마추어 노래라고 믿기 어려운 감성이 귀를 붙들어 음악 방을 찾았다. 노래를 전문적으로 교육받지 않은 사실에 더욱더 놀라워 늘 라이브를 청해 들었다.
필자가 다양한 음악에 대한 많은 칼럼을 써온 입장에서 여성 CJ 홍학선 (석천) 님의 노래는 인상적이었다. 특히 순수한 아마추어라는 점에서 사람의 마음을 흔드는 깊은 음색과 감성이 절묘하게 어우러진 노래가 늘 음악 방을 찾게 하였다.
올바른 법도를 가르치는 흰 연꽃과 같은 의미의 불교 주요 경전 법화경에는 만남에는 헤어짐이 정해져 있으며, 떠남이 있으면 반드시 돌아옴도 있다는 회자정리 거자필반(會者定離 去者必返)이라는 말이 담겨 있다. 이를 절감하게 하는 CJ를 만났다.
지난 15여 년 전 세이클럽 음악 방에서 특유의 청아한 목소리와 격조 있는 방송으로 인기가 많았던 여성 CJ 정순섭 (리내)님이 이곳 음악 방에서 부국장 CJ로 활동하고 있었다. 예전 같은 방에서 방송도 함께한 그는 당시 우체국에 근무하면서 합창단 단원으로 활동하였던 분이다.
보이지 않는 사이버 공간이지만, 소중한 분들과 많은 이야기를 나누며 함께 음악을 듣게된 이곳 음악 방은 20여 년의 오랜 역사가 있는 순수한 친목 음악 방이다.
마산에 거주하는 이환선 국장은 전업주부로 격조 있는 대화와 인품을 겸비한 고매한 면모가 느껴지는 현모양처의 상징과도 같은 분이다. 스텝인 진해에 거주하시는 전업주부 맏언니 박영희 (그리움) 님은 한마디 한마디 대화에서 쏟아지는 정감이 언니와 누님의 체온과 같은 친근감이 느껴진다.
이러한 큰 나무와 같은 국장님과 맏언니와 함께하는 CJ 박주희 (주희) 님은 할매 곰탕으로 유명한 경북 현풍에 거주하는 전업주부로 바른 인품이 쉽게 느껴진다.

가족처럼 느껴지는 이곳 음악 방을 찾는 분들의 면면이 궁금하여 남성분들과 한 분씩 대화하면서 많은 것을 일깨웠다. 오늘날 현대자동차그룹 계열사 현대위아의 전신인 기아기공에서 근무한 이남주는 대화명 (마피아)로 부산에 무역회사 TRT를 설립하여 중국, 일본, 싱가포르, 홍콩에서부터 아프리카에 이르기까지 세계를 무대로 왕성한 활동을 하고 있다.
함께 남도를 여행하고 서울 주요한 행사에 초대하면서 많은 이야기를 나누었다. 필자가 한창 활동할 때 한 해에 10여 차례 유럽에 오가던 것처럼 그는 많은 해외 업무 여행 이력을 가지고 있었다. 나아가 비범한 업무능력과 뛰어난 기획력이 있었다. 그러나 결단력이 없는 나의 단점처럼 그의 정제되지 않은 사투리가 앞서는 화급한 성격 또한, 여과되어야 한다는 느낌이 있었다. 그는 이틀 전 중국으로 출국하여 중국 주요 도시를 오가며 분주한 업무 미팅을 하고 있다. 많은 성과를 기원한다.

이처럼 친목 음악방 (소중한 우리 인연 60대 이상)에서 함께 음악을 듣고 소통하고 있는 분들 저마다 사회 각 분야에서 전문성을 가지고 소중한 삶을 살아온 분들이다. 바로 이러한 경륜과 지혜에서 지하차도 침수 위험을 알리는 방송이 있었음을 소개하고 싶었다.
