세종시의회 행정복지위원회 여미전 의원이 대표 발의한 '세종특별자치시 자치법규 입법에 관한 조례 일부개정조례안'이 29일 제84회 임시회 행정복지위원회 심사를 통과했다.
개정안의 ▲자치법규의 입법예고기간을 명시하여 절차적 정당성을 강화하고 ▲입법예고 사항에 대한 의견제출 방식을 서면으로 한정한 내용을 삭제하는 것이다.
시민이 전자우편이나 누리집 제출 등 더 간편하고 다양한 방식으로 의견을 제출할 수 있도록 한 것이다.
여미전 의원은 “이번 개정안은 지난 5월에 진행된 행정사무감사에서 자치법규 입법예고기간 미준수 및 의견제출 방식 개선 필요성을 지적한 것에 대한 후속 조치”라고 발의 이유를 설명했다.
이어 “개정안이 자치법규 입법 과정에서 주민의 알권리와 입법 참여 기회를 더욱 확대할 수 있는 계기가 되길 바란다”고 말했다.
한편 '세종특별자치시 자치법규 입법에 관한 조례 일부개정조례안'은 오는 7일 세종시의회 제84회 임시회 제2차 본회의 최종 의결을 앞두고 있다.
