고양특례시가 18일 여의도 콘래드호텔에서 열린 ‘2024년 대한민국 국토대전’에서 특별부문 국토부장관상을 수상했다고 밝혔다.
고양시는 빈 건축물 등을 활용한 창의공간 조성에 관한 특별부문에 선정되었다.
시는 오랜 시간 자물쇠로 닫힌 채 방치돼 있던 옛 농협창고를 단장하여 지역의 주민과 청년을 위한 문화예술 창작공간으로 조성한 부분을 높게 평가받아 수상의 영광을 안았다.

1971년 양곡과 소금을 보관하기 위해 건축된 일산농협창고는 생계를 위해 고단한 몸을 이끌며 드나들던 지역의 희로애락을 지닌 지역의 유산이다.
하지만 시간의 변화에 적응하지 못한 채 낡고 방치되어 지역주민마저 멀리하는 곳으로 방치되었다.
이에 고양특례시는 일산농업협동조합과 일산도시재생(뉴딜)사업 상생발전 업무 협약을 체결하여 2020년 10월 농협창고를 매입했다.
이후 새 단장(리모델링) 설계와 시공 업무를 고양도시관리공사에 위탁하여 2024년 2월 일산문화예술창작소를 준공했다.
일산문화예술창작소는 1,322㎡의 대지 위에 △연면적 약 690㎡의 규모로 △1층에 라운지, 업무협력공간(코워킹스페이스), 공유오피스, 공유주방 △옥상정원 △지하1층 회의실 △야외공간(정원)으로 조성되었다
낡은 창고에서 새로운 활력의 상징물로 탈바꿈한 일산문화예술창작소는 인구감소와 주거환경 노후화 등으로 점차 쇠퇴지역으로 변해가는 원도심 일산지역에 새로운 활기를 제공하고, 지역주민에게 부족했던 문화예술 수요를 채워줄 수 있을 것으로 보인다.
특히 공유오피스(코워킹스페이스)를 통해 지역의 문화예술가와 청년 창업가가 창의적인 아이디어를 교류할 수 있도록 지원함으로써 지역사회의 지속성과 경제성을 확보해 나갈 수 있는 원동력이 될 것으로 기대된다.
현재 일산문화예술창작소는 고양도시관리공사에서 시범운영 중이며, 향후 고양시의 도시재생 거점시설 중 최초로 공공시설 운영 방식을 개선한 민간이 주도한 지역거점 시설 운영 방식으로 전환해 운영할 계획이다.
이동환 고양특례시장은 “도시재생사업을 통해 방치되어있던 舊)일산농협을 재단장하여 새로운 공간으로 조성한 사업이 좋은 결과를 받게 되어 더욱 의미가 깊다”면서 “민간의 창의성과 열정을 바탕으로 젊은 청년들의 신선한 아이디어와 활력이 창작소에 가득 채워지길 기대한다”고 밝혔다.
한편, 올해 16년째를 맞는 대한민국 국토대전은 ‘품격 있는 국토, 아름다운 경관’을 슬로건으로 우리나라 국토, 도시, 경관을 아름답게 가꾼 사례를 평가하고 시상하는 분야에서 가장 권위 있고 큰 행사이다.
